The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate any transactions described therein. SECTION 3. Ordinance re-adopted on a vote of ____________, on _____________ ____________________________ President of City Council ATTEST ________________________________ City Clerk City Clerk's Office Item # R10 Background Paper for Proposed Ordinance COUNCIL MEETING DATE: May 13, 2024 TO: President Mark Aliff and Members of City Council CC: Mayor Heather Graham VIA: Marisa Stoller, City Clerk FROM: Heather Graham, Mayor Marisa Pacheco, Director of Human Resources SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2024 STAFFING ORDINANCE BY CONVERTING ONE (1) FULL-TIME VACANT POSITION ENTITLED FOOD PROJECT COORDINATOR TO A POSITION ENTITLED MARKETING AND SOCIAL MEDIA SPECIALIST WITHIN THE AUTHORIZED STAFFING LEVELS AT THE MAYOR'S OFFICE SUMMARY: The Mayor requests the conversion of one (1) full-time vacant position currently entitled Food Project Coordinator to a new position entitled Marketing and Social Media Specialist The Food Project Coordinator vacancy is eligible for conversion as the Pueblo Food Project program and staff have exited the City organization as of March 31, 2024, and are now a standalone entity. The new position of Marketing and Social Media Specialist will provide critical staff support with respect to marketing, branding, videography, and social media presence city-wide. This position will coordinate with other positions around the City with connected responsibilities to ensure consistent messaging and to leverage capabilities to enhance engagement with the community. PREVIOUS COUNCIL ACTION: On December 11, 2023, Ordinance No. 10613 was approved by City Council. This Ordinance provided authorized staffing for Fiscal Year 2024. BACKGROUND: The City of Pueblo is responsible for maintaining the public government channel, Channel 17, which needs a complete overhaul. Currently the City of Pueblo contracts with Pueblo Community College for quarterly studio time of one hour, but otherwise the City of Pueblo does not have a full-time videographer or creative design specialist. The suggested position will enhance the City's image through social media, Channel 17, advertising and overall promotion of the city. Currently, this is overseen by the Director of Public Affairs. The additional personnel will allow for more intentional and continual support to highlight the services of the City to the community. If approved, the converted position will work collaboratively with other departments on communications needs related to video assets, graphic design, and promotional needs to engage the public and citizens of Pueblo. Work of the Marketing and Social Media Specialist will promote awareness of services such as Public Works during paving season, highlights of our abatement crew with Code Enforcement, additional support to Parks and Recreation with their programming and events and other promotion across the city departments. This information will be used for social media, Channel 17, the City website, advertising and to enhance the work of the quarterly City newsletter. Additional information includes public safety announcements, press release assistance, and media needs. This position will specifically be specialized in filming, directing, editing, production of media and graphic design. A trained professional with experience in InDesign, Adobe, photography, Photoshop, and other related software is needed to elevate communication from the City of Pueblo. Specific attention to ADA accessibility as it relates to adherence for municipal government with alt text, image description, appropriate colors, and text for all public to view information is crucial for the marketing and social media specialist. Tracking of relevant data to make informed decisions for relevant media placement based on certain platforms such as reels for Instagram, short segments and interviews for YouTube and Channel 17 production and curated photos or graphics for the newsletter, Facebook, or other social media platforms will be a key benefit of this full- time position. This will maximize the effectiveness of marketing and content needs of departments with more consistent social media posting, branding and transparency with citizens regarding municipal government operations of the City. The Pueblo Food Project is now a standalone entity and no longer associated with the City of Pueblo as of March 31, 2024. The conversion of the Food Project Coordinator ives around community engagement in more impactful ways. FINANCIAL IMPLICATIONS: and no additional funding is required. The cost of the Marketing and Social Media Specialist position is approximately $45,654 for the remainder of 2024. The department has $38,000 budgeted in the temporary staffing line item to support the new position, with the remaining funding requirement of $7,654 covered by salary savings generated through the converted Internal Auditor position.
