AN ORDINANCE APPROVING AND ACCEPTING A 2024
COLORADO DEPARTMENT OF PUBLIC SAFETY, DIVISION OF
CRIMINAL JUSTICE OPIOID GRANT IN THE AMOUNT OF
$9,580 FOR SYNTHETIC OPIATE POISONING INVESTIGATION
AND DISTRIBUTION INTERDICTION, ESTABLISHING
PROJECT NUMBER PS2403, BUDGETING AND
APPROPRIATING GRANT FUNDS OF $9,580 TO SAID
PROJECT, AND AUTHORIZING MAYOR GRAHAM TO
EXECUTE THE GRANT AWARD LETTER AND RELATED
DOCUMENTS
WHEREAS, the City Council of Pueblo has the authority on behalf of the City of Pueblo,
including its Police Department, to accept grants from the state government for public and
municipal purposes and to enter into agreements relating thereto; and
WHEREAS, the Department of Public Safety, Division of Criminal Justice Grant

Synthetic Opiate Poisoning Investigation and Distribution Interdiction Grant Program (Pueblo) in
the amount of $9,580.00 upon conditions recited therein or incorporated therein by reference;
and
WHEREAS, the State has made additional awards of funds in the past under previous
grant agreements and the Police Department anticipates the award of additional funds in the
future pursuant to this Agreement if the same are made available by the State; and
WHEREAS, acceptance of the Agreement for the purposes for which it has been made
is in the best interest of the City and will benefit the health, welfare and safety of the citizens of
the City; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Grant Award Letter (Intergovernmental Grant Agreement), DCJ Grant #: 2024-FD-
23-
Criminal Justice, and the City of Pueblo, a Municipal Corporation, for Synthetic Opiate
Poisoning Investigation and Distribution Interdiction Grant Program, a true copy of which is
attached hereto, having been approved as to form by the City Attorney, is hereby approved and
accepted.
SECTION 2.
The Mayor is hereby authorized to execute the Agreement and any necessary
documents or certifications in the name of and on behalf of the City, and the City Clerk shall
affix the Seal of the City to and attest the same.
SECTION 3.
Project No. PS2403 is hereby established.
SECTION 4.
Grant funds in the amount of $9,580.00 shall be accepted pursuant to the Agreement
and budgeted and appropriated to Project No. PS2403.
SECTION 5.
Pursuant to the Agreement, the State of Colorado, Department of Public Safety, Division
of grant funds pursuant to an updated Grant Award Letter or other change letter. In the event
the State increases the grant award via such a letter, the additional funds may be accepted
pursuant to this Ordinance and budgeted and appropriated into Project No. PS2403, where said
funds shall only be expended and used for this project.
SECTION 6.
The officers and staff of the City are authorized to perform any and all acts consistent
with this Ordinance and to implement the policies and procedures described therein
SECTION 7.
This Ordinance shall become effective upon final action by the Mayor and City Council.

SUMMARY:
Attached is a 2024 Synthetic Opiate Poisoning Investigation and Distribution
Interdiction Grant, the related Grant Award Letter (Intergovernmental Grant
Agreement), and accompanying documents for the Colorado Department of Public
Safety, Division of Criminal Justice Grant # 2024- FD-23-48, known as the Synthetic
Opiate Poisoning Investigation and Distribution Interdiction Grant Program.
PREVIOUS COUNCIL ACTION:
City Council has approved ordinances accepting Colorado Department of Public Safety,
Division of Criminal Justice Grant funds each year beginning in June 2023.
BACKGROUND:
The Colorado Department of Public Safety, Division of Criminal Justice Program
provides funds to units of local government for the purpose of Synthetic Opiate
Poisoning Investigation and Distribution. The program is designed to help local
communities address problems specific to their areas. Acceptance of the Synthetic
Opiate Poisoning Investigation and Distribution Interdiction Grant Program grant is now
needed to obtain funding for the opioid grant. Acceptance of the award and scheduling
of and budgeting for the Synthetic Opiate Poisoning Investigation and Distribution
Interdiction Grant will be based upon adoption of this Ordinance, establishing Project
No. PS2403, and budgeting and appropriating funds in the amount of $9,580.00 into
project PS2403. This project will fund Fentanyl test strips, multi-drug tester kits, and
heat-sealing evidence bags for the safe handling of fentanyl and other dangerous
drugs.
FINANCIAL IMPLICATIONS:
If approved, grant funds in the amount of $9,580.00 will be budgeted and appropriated
into Project No. PS2403 to fund the purchases. Reimbursement of the $9,580.00 will be
made to the City of Pueblo through the Synthetic Opiate Poisoning Investigation and
Distribution Interdiction Grant.
Matching funds from the City are not required for this grant.

ALTERNATIVES:
Decline this grant offer from Colorado Department of Public Safety, Division of Criminal
Justice. If that occurs, the City will not receive the $9,580.00 in grant funds offered.
