HomeMy WebLinkAbout10700ORDINANCE NO. 10700 AN ORDINANCE APPROVING AND AUTHORIZING THE MAYOR TO SIGN A SUBRECIPIENT AGREEMENT BETWEEN THE CITY OF PUEBLO, A COLORADO MUNICIPAL CORPORATION AND CATHOLIC CHARITIES OF THE DIOCESE OF PUEBLO, INC. DBA CATHOLIC CHARITIES OF SOUTHERN COLORADO, A COLORADO NONPROFIT CORPORATION AS AUTHORIZED BY SECTION 603 (C)(1)(A) OF THE AMERICAN RESCUE PLAN ACT AND U.S. TREASURY FINAL RULE 31 CFR 35.6 AND AUTHORIZING THE PAYMENT OF TWO HUNDRED THOUSAND DOLLARS ($200,000) FROM PROJECT NO. CI2113 - AMERICAN RESCUE PLAN ACT, FOR PURPOSES THEREOF WHEREAS, on March 11, 2021, President Biden signed the U.S. Senate-amended H.R. 1319 (P.L. 117-2) known as the American Rescue Plan Act WHEREAS, on May 10, 2021, the U.S. Treasury issued the Interim Final Rule to WHEREAS, on January 6, 2022, the U.S. Treasury issued, with an effective date of April 1, 2022, the Final Rule to implement ARPA in Title 31, Part 35 of the Code of Federal WHEREAS, under ARPA Section 603 (c)(1)(A) and the Final Rule 31 CFR 35.6 recipients may use Cor nonprofit organizations that are responding to the negative economic impacts of the COVID-19 public health emergency; and WHEREAS, under ARPA Section 603 (c)(1)(A) and the Final Rule 31 CFR 35.6 the City may use CLFR Funds to implement the program described in the attached Subrecipient Agreement; and WHEREAS, on October 24, 2022, Council approved Resolution No. 15039 authorizing $1,000,000 of the American Rescue Plan Act funds for a Neighborhood Cleanup Project that included work opportunities and programs for those experiencing poverty or hardships; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. municipal corporation and Catholic Charities of the Diocese of Pueblo dba Catholic Charities of Southern Colorado dated May 6, 2024 for the Job Readiness Program, attached hereto, having been approved as to form by the City Attorney, is hereby approved. SECTION 2. The Mayor is hereby authorized to execute said Agreement for and on behalf of the City and the City Clerk is authorized to affix the seal of the City thereto and attest same. SECTION 3. Funds in the amount of $200,000 are hereby authorized to be paid from Project No. CI2113 American Rescue Plan Act, for purposes of funding the project described in the Agreement. SECTION 4. The officers and staff of the City are authorized to perform any and all acts consistent with this Ordinance and the attached Agreements to implement the policies and procedures described herein. SECTION 5. This Ordinance shall become effective on the date of final action by the Mayor and City Council. CI2113 - AMERICAN RESCUE PLAN ACT, FOR PURPOSES THEREOF SUMMARY: This Ordinance approves and authorizes the Mayor to sign a Subrecipient Agreement with Catholic Charities of the Diocese of Pueblo, Inc. dba Catholic Charities of Southern Colorado, as authorized by Section 603(c)(1)(A) of the American Rescue Plan Act and U.S. Treasury Final Rule 31 CFR 35.6. Funds in the amount of $200,000 will be paid out of Project No. CI2113, the American Rescue Plan Act. PREVIOUS COUNCIL ACTION: On October 24, 2022, Council approved Resolution No. 15039 authorizing $1,000,000 of the American Rescue Plan Act funds for Neighborhood Cleanup Project that included work opportunity and program for those experiencing poverty or hardships. This partnership with the Catholic Charities helps us meet this goal. BACKGROUND: Catholic Charities is proposing to provide a Job Readiness Program for homeless individuals within the City. Participants of the program will work alongside City employees and volunteers to complete cleanup projects throughout the City. In return participants will be paid a daily stipend or wages depending upon their status in the program. Catholic Charities will also provide support services for the participants including but not limited to food assistance, housing assistance, clothing, resume building, job search assistance, and transportation assistance. This Ordinance approves a new Subrecipient Agreement with Catholic Charities for the operation of the Job Readiness Program and grants to them up to $200,000 to be used for operational and program costs. FINANCIAL IMPLICATIONS: If approved, Catholic Charities of Southern Colorado will receive $200,000 in ARPA funds from Project No.CI2113 Neighborhood Cleanup account. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Ordinance. STAKEHOLDER PROCESS: Not applicable to this Ordinance. ALTERNATIVES: City Council could decide not to support or fund the Job Readiness Program. RECOMMENDATION: Approval of the Ordinance. ATTACHMENTS: 1.
