AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5,
OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING
TO THE FY 2024 CLASSIFICATION AND PAY PLAN BY
ESTABLISHING THE PAY SCALE FOR PD COMMUNITY
ENGAGEMENT MANAGER
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Section 6-5-16 (B) of Chapter 5, of Title VI, of the Pueblo Municipal Code referencing the
Fiscal Year 2024 pay scale for the classification of PD Community Engagement Manager.
6-5-16. Schedule, classification, work week and monthly salary.
The following shall constitute:

SECTION 2.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance to effectuate and transactions described therein.
SECTION 3.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

2024 CLASSIFICATION AND PAY PLAN BY ESTABLISHING THE PAY
SCALE FOR PD COMMUNITY ENGAGEMENT MANAGER
SUMMARY:
Attached for consideration is an amended Pay Plan Ordinance that reflects the addition
of the pay rate and salary schedule for the classification of PD Community
Engagement Manager. The position will be funded by General Fund salary savings for
the remainder of 2024.
PREVIOUS COUNCIL ACTION:
On December 11, 2023, Ordinance No.10614 was approved by City Council. This
Ordinance provided the classification and pay plan for fiscal year 2024.
BACKGROUND:
The Police Department requests the addition of a full-time position to perform public
and media relations duties, manage the social media presence for the department and
to increase transparency and community engagement with the citizens of Pueblo. The
new classification title will be PD Community Engagement Manager. Historically, a
sworn Police Sergeant has performed the work. The civilianization of this work
represents a positive way to reassign scarce law enforcement resources to perform
other duties and is a consistent staffing model employed in other police departments
throughout the state to handle this function.
This position will be a classified position within the City and subject to all Civil Service
rules with respect to hiring.
FINANCIAL IMPLICATIONS:
There is no required additional funding for 2024 as costs associated with the position as
outlined below are estimated as $52,669 for the remainder of the 2024 fiscal year and
will be covered by existing salary savings.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
The suggested change establishes the 2024 salary range for the classification of PD
Community Engagement Manager. If this ordinance is not approved, and assuming the
establishment of the PD Community Engagement Manager position is approved, no
salary range will be associated with the classification and the position cannot be filled.
RECOMMENDATION:
Approval of the Ordinance.
