A RESOLUTION OF SUPPORT FOR THE DESIGNATION OF
COLORADO HIGHWAY 78 BETWEEN THE CITY OF PUEBLO
AND BEULAH TOWNSHIP AS THE "PFC THOMAS MICHAEL
"MIKE" HANRATTY, USMC MEMORIAL HIGHWAY" AND
AUTHORIZING THE PUBLIC WORKS DEPARTMENT TO WORK
COOPERATIVELY WITH PUEBLO COUNTY AND THE
COLORADO DEPARTMENT OF TRANSPORTATION TO
FABRICATE AND INSTALL THE SIGNAGE FOR THE NEW
DESIGNATION
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
In honor of his ultimate sacrifice, the Pueblo City Council hereby declares its support for
the proposed designation of the segment of Colorado Highway 78 between Hog Farm Road and
Siloam Road, located in Pueblo County, as the "PFC Thomas Michael "Mike" Hanratty, USMC
Memorial Highway".
SECTION 2.
The Director of Public Works is authorized to provide material, labor, and equipment
support to the project and to work collaboratively with the Pueblo County Public Works
Department to fabricate and install supplemental signage to mark the designated section of
Colorado Highway 78.
SECTION 3.
The officers and staff of the City are authorized to perform any and all acts consistent
with the intent of this Resolution to implement the policies and procedures described herein.
SECTION 4.
This Resolution shall become effective upon passage and approval.

FOR THE NEW DESIGNATION
SUMMARY:
This Resolution declares City Council's support for the redesignation of a portion of
Colorado Highway 78 between Hog Farm Road and Siloam Road as the "PFC Thomas
Michael "Mike" Hanratty, USMC Memorial Highway" and authorizes the Public Works
Department to work collaboratively with Pueblo County to fabricate and install
supplemental signage to mark the designated segment.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
PFC Thomas Michael "Mike" Hanratty, USMC, was a resident of Pueblo County who
attended school at Southern Colorado State College and was a member of the local
community who was killed in action during the Vietnam War when the helicopter he was
riding in was attacked and crashed. The Beulah Historic Society is working on behalf of
his family to seek redesignation of a 14.1-mile section of Colorado Highway 78 between
Hog Farm Road and Siloam Road as the "PFC Thomas Michael "Mike" Hanratty,
USMC Memorial Highway". The group is anticipating that the state legislature will issue
a resolution authorizing this designation.
The Public Works Departments for both the City and the County have been
coordinating with each other to offer public support for this project by coordinating the
fabrication and installation of the supplemental signage as well as coordination with
CDOT to obtain required permits for installation of the signs. With Council's approval of
this Resolution, the City Public Works Department will fabricate the signs and provide
the mounting hardware to the Pueblo County Public Works Department which will
complete the installation.
June 11, 2024 will be the 57th anniversary of PFC Hanratty's death and all parties are
working toward having the signs installed in time for the event.
FINANCIAL IMPLICATIONS:
The anticipated cost of fabricating the signs and purchasing the mounting hardware is
expected to be approximately $1,500.00. Costs associated with installation will be
borne by Pueblo County.
BOARD/COMMISSION RECOMMENDATION:
Not applicable to this Resolution.
STAKEHOLDER PROCESS:
Pueblo County Public Works and the City's Public Works Department will work
collaboratively as described above to complete the fabrication and installation of the
proposed signs.
ALTERNATIVES:
Failure to pass this Resolution will preclude the City from participating in the project to
install the requested signage.
RECOMMENDATION:
Approval of the Resolution.
