HomeMy WebLinkAbout10686 City Clerk's Office Item # R6 Background Paper for Proposed Ordinance COUNCIL MEETING DATE: April 8, 2024 TO: President Mark Aliff and Members of City Council CC: Mayor Heather Graham VIA: Marisa Stoller, City Clerk FROM: Andrew Hayes, Public Works Director SUBJECT: AN ORDINANCE ACCEPTING FUNDS IN THE AMOUNT OF $60,000 FROM EL CAMINO HOMEOWNERS ORGANIZATION, INC., A COLORADO NONPROFIT CORPORATION, FOR COSTS ASSOCIATED WITH TRAFFIC CALMING, LANDSCAPING, AND OTHER ROADWAY IMPROVEMENTS ON BANDERA PARKWAY, ESTABLISHING ACCOUNT PROJECT CI2427 - BANDERA PARKWAY TRAFFIC CALMING IMPROVEMENTS AND BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $60,000 INTO SAID ACCOUNT. SUMMARY: This Ordinance will accept funds in the amount of $60,000.00 from El Camino Homeowners Organization ("ECHO") to cover certain costs associated with the installation of traffic calming, landscaping, and other roadway improvements on Bandera Parkway where it enters the El Camino neighborhood. The Ordinance also establishes a new account Project CI2427 - Bandera Parkway Traffic Calming Improvements, and budgets and appropriates ECHO's contribution into the account project. PREVIOUS COUNCIL ACTION: None. BACKGROUND: ECHO has requested to coordinate a project with the City of Pueblo to install traffic calming measures, landscaping, and other associated roadway improvements on Bandera Parkway where the roadway enters the El Camino neighborhood. ECHO's share of the project costs will be $60,000.00, which will cover the cost of installing the traffic calming and landscaping improvements. The Public Works Department is contemplating other related work that will take place in the vicinity and will request the Council's approval to fund said improvements once the scope of work is identified and an engineering cost estimate is prepared. FINANCIAL IMPLICATIONS: Funds in the amount of $60,000.00 will be budgeted and appropriated into account Project CI2427 - Bandera Parkway Traffic Calming Improvements. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. ALTERNATIVES: Failure to approve this Ordinance will prevent the City from receiving the funds from El Camino Homeowners Organization, Inc. RECOMMENDATION: Approval of the Ordinance. WHEREAS, El Camino Homeowners Organization, Inc. has asked the City to consider its request to install traffic calming measures and landscaping improvements on Bandera Parkway where the roadway enters the El Camino neighborhood; AND, WHEREAS, El Camino Homeowners Organization, Inc. has agreed to contribute funds in the amount of $60,000.00 toward the cost of installing said improvements in conjunction with other City road work taking place in the area; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Funds in the amount of $60,000.00 are accepted from El Camino Homeowners Organization, Inc. SECTION 2. Account Project CI2427 - Bandera Parkway Traffic Calming Improvements is hereby established and accepted funds in the amount of $60,000.00 shall be budgeted and appropriated to said account. SECTION 3. The officers and staff of the City are authorized to perform any and all acts consistent with this Ordinance to implement the policies and procedures described herein. SECTION 4. This Ordinance shall become effective on the date of final action by the Mayor and City Council. Action by City Council: Introduced and initial adoption of Ordinance by City Council on March 25, 2024.
