HomeMy WebLinkAbout10682ORDINANCE NO. 10682 AN ORDINANCE APPROVING AND ACCEPTING A GRANT FROM THE COLORADO DEPARTMENT OF LABOR AND EMPLOYMENT IN THE AMOUNT OF $271,889.00 TO DEVELOP AND EXPAND TRAINING AND WORK-BASED PROGRAMS FOR RESKILLING, UPSKILLING, AND NEXT-SKILLING INDIVIDUALS AND HOUSEHOLDS ADVERSELY AFFECTED BY COVID; AUTHORIZING THE MAYOR TO SIGN THE GRANT AGREEMENT, ESTABLISHING PROJECT NO. CI2329, AND BUDGETING AND APPROPRIATING $271,889.00 TO PROJECT NO. CI2329 BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Grant Agreement Number CTGG1 KARA 2023-4054 dated November 1, 2023 ion, and the Colorado Department of Labor and Employment to develop training and work-based skill building programs, a copy of which is attached hereto, having been approved as to form by the City Attorney, is hereby approved SECTION 2. The Mayor is hereby authorized to execute said Agreement on behalf of the City of Pueblo, a Colorado Municipal Corporation, and the City Clerk is authorized to affix the seal of the City thereto and attest the same. SECTION 3. Project No. CI2329 is hereby established. SECTION 4. Funds in the amount of $271,889.00 shall be accepted pursuant to the Agreement and budgeted and appropriated to Project No. CI2329. SECTION 5. The Mayor is hereby authorized to execute a subrecipient agreement to Pueblo Community College to deliver services and training identified in the grant application. The agreement, approved as to form by the City Attorney, shall be in an amount not to exceed two hundred, seventy-one thousand, eight hundred and eighty-nine dollars ($271,889.00). SECTION 6. The officers and staff of the City are hereby authorized to perform any and all acts consistent with this Ordinance and the attached Agreement to effectuate the transactions described therein. SECTION 7. This Ordinance shall become effective on the date of final action by the Mayor and City Council. CI2329 SUMMARY: Attached is an Ordinance approving and accepting a grant in the amount of $271,889.00 from the Colorado Department of Labor and Employment to develop and expand training and work-based programs in partnership with Pueblo Community College for reskilling, upskilling, and next-skilling individuals and households adversely affected by COVID. This Ordinance budgets and appropriates the grant funds to Project No. CI2329 and authorizes the Mayor to sign the Grant Agreement. PREVIOUS COUNCIL ACTION: City Council has not taken previous action. BACKGROUND: The City of Pueblo shall provide recruitment, eligibility determination, and enrollment for individuals who are eligible under the grant requirements when the worker or employer has been economically impacted by the COVID-19 pandemic. Participants will be individuals and households of underserved populations that were disproportionately impacted by the COVID-19 Public Health Emergency. This includes individuals who experienced household income loss or job loss since March 2020, or inability to access or continue education or training due to the impact of the COVID-19 pandemic. Target audiences include populations typically underrepresented in their industry, veterans, youth, dislocated workers, and justice-involved individuals. Direct delivery of classroom training will be provided on campus by Pueblo Community College (PCC). Off-campus programs will be delivered through various means, including the Mobile Learning Lab. The programs have been designed to serve the community in the most practical and economically efficient manner possible. FINANCIAL IMPLICATIONS: There are no matching funds required for this grant. Accepting this grant will bring additional funding to the community for professional improvement and skill-building to disadvantaged individuals and workers in the community. The City will manage the grant and Pueblo Community College will deliver the training and skill-building on campus and off- BOARD/COMMISSION RECOMMENDATION: Not applicable to this Ordinance. STAKEHOLDER PROCESS: Not applicable to this Ordinance. ALTERNATIVES: If the proposed Ordinance is not approved, the grant will not be accepted. RECOMMENDATION: Approval of the Ordinance.
