A RESOLUTION APPROVING PAYMENT IN THE AMOUNT OF
$517,884.44 FROM PROJECT CI2113 - AMERICAN RESCUE
PLAN ACT FOR THE CONSTRUCTION OF NECESSARY
INFRASTRUCTURE RELATED TO THE BOATHOUSE 1A AND
HARP CHANNEL EXTENSION PROJECT, AS AUTHORIZED BY
SECTION 603(C)(1)(A) OF THE AMERICAN RESCUE PLAN ACT
AND U.S. TREASURY FINAL RULE 31 CFR § 35.6(B)(3)(II)(A)(5)
WHEREAS, under this Resolution, ARPA funds will be used to construct necessary
infrastructure required to complete a new two-story building on city-owned property to be used
by HARP for office space, boat and equipment storage, and a rooftop public event space; and
WHEREAS, the Boathouse 1A and HARP Channel Extension Project will encourage
outdoor recreation and provide a community gathering space, allow greater social distancing
and thereby prevent the spread of new variants of the COVID-19 virus; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The transfer of funds in the amount of five hundred seventeen thousand eight hundred
eight-four dollars and 44/100 ($517,844.44) is hereby authorized from Project CI2113
American Rescue Plan Act to construct the necessary infrastructure for the Boathouse 1A and
HARP Channel Extension Project.
SECTION 2.
The officers of the City are authorized and directed to perform any and all acts
consistent with the intent of this Resolution to effectuate the policies and procedures described
herein.
SECTION 3.
This Resolution shall become effective immediately upon final passage.

SUMMARY:
This Resolution authorizes payment in the amount of $517,884.44 from Project CI2113
related to the Boathouse 1A and HARP Channel Extension Project. This payment is
authorized by section 603 (c)(1)(A) of the American Rescue Plan Act and U.S. Treasury
Final Rule 31 CFR §35.6(B)(3)(ii)(A)(5).
PREVIOUS COUNCIL ACTION:
By Ordinance No. 9931, approved May 17, 2021, the City Council established Project
No. CI2113 and budgeted and appropriated up to $36.7 million in funds which were
expected to be distributed to the City from the American Res
covered costs and eligible expenses to be incurred during the period which began on
March 3, 2021, until December 31, 2024 (to be expended by December 31, 2026).
BACKGROUND:
On March 11, 2021, President Biden signed the U.S. Senate-amended H.R.1319
(P.L.117-2), now known as ARPA, and on May 10, 2021, the U.S. Treasury issued the
Interim Final Rule to implement ARPA in Title 31, Part 35 of the Code of Federal
-19 pandemic was
especially devastating to the City and surrounding areas of Pueblo County:
The infection rate of the Pueblo County population is the second highest in the
state at 12.1% (only .3% less than Adams County);
Pueblo Countysuffered the highest death rate in the state, with 2.1% of positive
cases resulting in death;
-19 deaths occurred here.
To remedy some of the impacts within the City, the City will utilize the $517,884.44 as
follows:
$124,265.73 10% of the demolition
$258,727.17 sanitary sewer
$134,891.54 water improvements
The funds will be used to provide the necessary infrastructure required to construct a
new two-story building on city-owned property to be used by HARP as boat and
equipment storage, office space, and a rooftop public event space. The space will
encourage outdoor recreation and allow greater social distancing and thereby prevent
the spread of new variants of the COVID-19 virus.
FINANCIAL IMPLICATIONS:
Funding in the amount of $517,884.44 will be paid out of Project Cl2113 - American
Rescue Plan.
