HomeMy WebLinkAbout15592RESOLUTION NO. 15592 A RESOLUTION APPROVING PAYMENT IN THE AMOUNT OF NINE HUNDRED FORTY-FIVE THOUSAND DOLLARS ($945,000) FROM PROJECT CI2113 - AMERICAN RESCUE PLAN ACT FOR THE CONSTRUCTION OF THE BOATHOUSE 1A PROJECT TO BE COMPLETED IN CONJUNCTION WITH THE HARP CHANNEL EXTENSION, AS AUTHORIZED BY SECTION 603(C)(1)(C) OF THE AMERICAN RESCUE PLAN ACT AND U.S. TREASURY FINAL RULE 31 CFR 35.6 calculation which allows local governments to use a portion of their total ARPA allocation for government services. -19 pandemic has been calculated to be $10 million; and WHEREAS, under this Resolution, ARPA funds will be used to construct a new two-story building on city-owned property to be used by HARP for office space, boat storage, and a rooftop public event space; and WHEREAS, the HARP channel extension and Boathouse 1A Project will provide needed boat and equipment storage as well as a community gathering space. The project will encourage outdoor recreation and allow greater social distancing, thereby preventing the spread of new variants of the COVID-19 virus; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. The transfer of funds in the amount of nine hundred forty-five thousand dollars ($945,000) is hereby authorized from Project CI2113 American Rescue Plan Act to construct the Boathouse 1A Project in conjunction with the HARP channel extension. SECTION 2. The officers of the City are authorized and directed to perform any and all acts consistent with the intent of this Resolution to effectuate the policies and procedures described herein. SECTION 3. This Resolution shall become effective immediately upon final passage. This payment is authorized by section 603 (c)(1)(C) of the American Rescue Plan Act and U.S. Treasury Final Rule 31 CFR 35.6. PREVIOUS COUNCIL ACTION: Not applicable to this Resolution. BACKGROUND: ARPA authorized a revenue replacement calculation that would allow state and local governments to use a portion of ARPA allocation for governmental services. Under the attached proposed Resolution, ARPA funds will be used to construct a new two-story building on city-owned property to be used by HARP as boat and equipment storage, office space, and a rooftop public event space. The space will encourage outdoor recreation and allow greater social distancing thereby preventing the spread of new variants of the COVID-19 virus. FINANCIAL IMPLICATIONS: Funding in the amount of $945,000 will be paid out of Project Cl2113 - American Rescue Plan. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Resolution. STAKEHOLDER PROCESS: Not applicable to this Resolution. ALTERNATIVES: City Council could decide not to authorize the payment for construction of the boathouse.
