A RESOLUTION RATIFYING AN EMERGENCY
CONSTRUCTION CONTRACT IN THE AMOUNT OF $54,364.25
WITH RUSS GRADING & EXCAVATING LLC, FOR
EMERGENCY STORM SEWER POINT REPAIR AT THE
INTERSECTION OF 20TH STREET AND GREENWOOD
AVENUE, PROJECT NO. 23-040 (SWAN03) AND APPROVING
THE PURCHASING AGENT'S EXECUTION OF THE SAME
WHEREAS, an emergency storm sewer repair was authorized by the Mayor in
accordance with Section 1-10-5 of the Pueblo Municipal Code; and
WHEREAS, the point repair work was awarded to Russ Grading & Excavating LLC,
under the 2023-2026 Storm Sewer Point Repair contract; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
City Council ratifies and approves the contract for repair of the stormwater pipes at the
intersection of 20th Street and Greenwood Avenue with Russ Grading & Excavating LLC,
Project No. 23-040 (SWAN03) awarded to said bidder in the amount of $54,364.25.
SECTION 2.
Funds for Project No. 23-040 (SWAN03) shall be from the Stormwater Utility Fund.
SECTION 3.
The Purchasing Agent was authorized to execute said contract on behalf of Pueblo, a
Colorado Municipal Corporation, and the City Clerk properly affixed the seal of the City thereto
and attested the same.
SECTION 4.
The officers and staff of the City are authorized to perform any and all acts consistent
with this Resolution and the contract to implement the policies and procedures described herein.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
This Resolution ratifies and approves the award of a construction contract to Russ
Grading & Excavating LLC, for emergency storm sewer point repair at the intersection
of 20th Street and Greenwood Avenue.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The Stormwater Utility was notified that flooding was occurring at the intersection of
20th Street and Greenwood Avenue. A visual inspection of the inlets and a CCTV
inspection were conducted inside the stormwater pipes at the intersection. The visual
inspection of the inlets on the northwest and southwest side revealed structural damage
due to aging and normal wear and tear. The CCTV inspection of the pipes showed pipe
fractures, root intrusion, pipes disconnected at the joints, and holes in the pipes. An
emergency point repair was required to repair the inlet and pipes at the intersection.
The bid summary sheet with the unit prices for the estimated work performed by Russ
Grading & Excavating LLC. This work was performed under the 2023-2026 Storm
Sewer Point Repair Resolution #15335 through which contractors were qualified via
competitive bid.

FINANCIAL IMPLICATIONS:
Funding for this project came from the Stormwater Utility budget. Funding was available
and had been budgeted, appropriated, and allocated to Project No. 23-040 (SWAN03).
