A RESOLUTION TO APPROVE AMENDMENT NO. 1 TO THE
REVOCABLE PERMIT DATED MAY 14, 2021, ISSUED TO THE
PUEBLO CITY - COUNTY LIBRARY DISTRICT, FOR THE
PURPOSE OF INSTALLING TWO 6'W X 4'H ILLUMINATED
SIGN CABINETS ON THE EXISTING RETAINING WALL
WHEREAS, City Council passed Resolution No. 14607 on May 10, 2021, authorizing
the issuance of the Revocable Permit dated May 14, 2021, to the Pueblo City-County Library
District, for the use of the Abriendo Avenue right-of-way on the front entrance of the library to
install a new retaining wall and monolithic handrail, AND
WHEREAS, the Pueblo City-County Library District, has requested an amendment to the
permitted area authorized under said Revocable Permit to include installing two 6'W x 4'H
illuminated sign cabinets on the existing retaining wall; AND
WHEREAS, the Revocable Permit Committee recommends approval of the requested
amendment; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The attached Amendment No. 1 to the Revocable Permit dated May 14, 2021, is
authorized to be issued to the Pueblo City-County Library District to amend the designated
permitted area for the purpose of installing illuminated sign cabinets on the existing retaining
wall.
SECTION 2.
The use of the installation of the sign cabinets on the existing retaining wall hereby is
subject to all limitations, terms, and conditions set forth in the Revocable Permit dated May 14,
2021, as amended by the attached Amendment No. 1.
SECTION 3.
The officers and staff of the City of Pueblo are authorized to perform any and all acts
consistent with the intent of this Resolution to implement the transactions described herein.
SECTION 4.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
This Resolution will amend the description of the permitted area described in the
Revocable Permit issued to the Pueblo City-County Library District dated May 14, 2021,
to include the improvements for the accessibility plaza for library patrons and two 6'W x
4'H illuminated sign cabinets on the existing retaining wall.
PREVIOUS COUNCIL ACTION
City Council passed Resolution No. 14607 on May 10, 2021, approving the issuance of
the Revocable Permit dated May 14, 2021, to the Pueblo City-County Library District.
BACKGROUND:
The recent renovations at Rawlings Library included the construction of an accessibility
plaza which extended into the public right-of-way along Abriendo Avenue, requiring the
issuance of a revocable permit. That permit was issued on May 14, 2021. The Pueblo
City-County Library District desires to install two new signs on the retaining wall that
was constructed, extending into the same right-of-way. Because the improvements are
related to the accessibility plaza retaining wall, the decision was made to amend the
existing permit rather than issue a new one. This amendment amends the description
of the permitted area and includes the retaining wall and the new lighted signs as
authorized improvements.
FINANCIAL IMPLICATIONS:
None.
BOARD/COMMISSION RECOMMENDATION:
The Revocable Permit Review Committee recommends approval.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
Failure to approve the Resolution will prevent the Pueblo City-County Library District
from improving the accessibility plaza for library patrons.
RECOMMENDATION:
Approval of the Resolution.
