AN ORDINANCE APPROVING AN AGREEMENT BETWEEN
THE CITY OF PUEBLO, A COLORADO MUNICIPAL
CORPORATION, AND THE BOARD OF GOVERNORS OF THE
COLORADO STATE UNIVERSITY SYSTEM, ACTING BY AND
THROUGH COLORADO STATE UNIVERSITY PUEBLO
REGARDING UNPAID INTERNSHIPS, AND AUTHORIZING THE
MAYOR TO EXECUTE SAME
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Agreement between the City of Pueblo, a Colorado Municipal Corporation, and the
Board of Governors of the Colorado State University System, acting by and through Colorado
State University – Pueblo, attached hereto, having been approved as to form by the City
Attorney, is hereby approved.
SECTION 2.
The Mayor is hereby authorized to execute said Agreement for and on behalf of the City
and the City Clerk is authorized to affix the seal of the City thereto and attest same.
SECTION 3.
The officers and staff of the City are authorized to perform any and all acts consistent
with this Ordinance and the attached Agreement to implement the policies and procedures
described therein.
SECTION 4.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUBJECT: AN ORDINANCE APPROVING AN AGREEMENT BETWEEN THE CITY
OF PUEBLO, A COLORADO MUNICIPAL CORPORATION, AND THE
BOARD OF GOVERNORS OF THE COLORADO STATE UNIVERSITY
SYSTEM, ACTING BY AND THROUGH COLORADO STATE
UNIVERSITY PUEBLO REGARDING UNPAID INTERNSHIPS, AND
AUTHORIZING THE MAYOR TO EXECUTE SAME
SUMMARY:
This Ordinance would approve an ongoing agreement between the City of Pueblo and
Colorado State University, Pueblo, to allow for interns to work in various departments
for the City of Pueblo based on their area of study.
PREVIOUS COUNCIL ACTION:
Council has previously approved similar individual agreements for interns from CSU-
Pueblo to work and learn within the City.
BACKGROUND:
Internships provide students with invaluable educational experience, and students who
participate receive course credit for their hours. Internship opportunities provided by
the City allows students to gain experience in the various departments of the City and
knowledge regarding the complexity of City operations and the services it provides.
City internships help prepare students to enter the workforce after graduating, as well
as potentially increase their interest in long-term employment with the City. This
Agreement will remain valid until May 31, 2027, and permits any non-paid internships
that the City is willing to accept during that period.
FINANCIAL IMPLICATIONS:
This Agreement approves internships that are non-paid, or that otherwise will not
receive any sort of remuneration from the City. Unpaid interns receive school credit
and valuable experience. There are no financial costs to the City for unpaid interns. If
a department desires and has available budget to pay an intern, another agreement
with CSU-P would be necessary.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
City Council could refuse to approve this Agreement. If that occurs, unpaid internships with
students from CSU-P will not be permitted.
RECOMMENDATION:
Approval of the Ordinance.
