AN ORDINANCE APPROVING AND ACCEPTING A COLORADO
DEPARTMENT OF LAW DIVISION OF COMMUNITY
ENGAGEMENT GRANT TO SUPPORT THE FINANCIAL
EMPOWERMENT CENTER FOR RESIDENTS OF THE CITY OF
PUEBLO, ESTABLISHING PROJECT NUMBER CI2424,
BUDGETING AND APPROPRIATING FUNDS NOT TO EXCEED
$502,500.00, AND AUTHORIZING THE MAYOR TO EXECUTE
SAME
WHEREAS, the City Council of Pueblo has the authority on behalf of the City of Pueblo,
to accept grants for public and municipal purposes and to enter into agreements relating
thereto; and
WHEREAS, the Colorado Department of Law, Division of Community Engagement, has
tendered an award to the City of Pueblo for the support of the Financial Empowerment Center
within the City of Pueblo, in the amount of $502,500.00; and
WHEREAS, acceptance of the award for the purposes for which it has been made is in
the best interest of the City and will benefit the health, welfare, and safety of the citizens of the
City; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Council approves the acceptance of the award of the $502,500 grant from the
Colorado Department of Law, Division of Community Engagement to the City of Pueblo, and the
corresponding Intergovernmental Agreement between the State and City of Pueblo, a copy of
which is attached hereto, and has been approved as to form by the City Attorney.
SECTION 2.
The Mayor of the City of Pueblo is authorized to execute the Intergovernmental
Agreement between the State and City of Pueblo by and on behalf of the City, and the Mayor is
further authorized to execute any and all other certifications, assurances, and other documents
associated therewith.
SECTION 3.
Project Number CI2424 is hereby established, and the amount of $502,500 is budgeted
and appropriated thereto.
SECTION 4.
The officers and staff of the City are authorized to perform any and all acts consistent
with the intent of this Ordinance and the attached award to implement the policies and
procedures described herein.
SECTION 5.
This Ordinance shall become effective on the date of final action by the Mayor.

SUMMARY:
This Ordinance provides for the acceptance of a $502,500.00 grant from the Colorado
Department of Law, Division of Community Engagement, for support of the Financial
Empowerment Center in the City of Pueblo.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The Colorado Department of Law Division of Community Engagement offers local
governments and community organizations grant funding and extensive technical
assistance to support financial empowerment efforts with a focus on professional
coaching and counseling work. The Pueblo Financial Empowerment Center launched in
October 2023, and partnered with United Way of Pueblo County as the service provider
to offer no-cost, one-on-one, municipally led, and community organization-driven
financial coaching to Pueblo residents.
FINANCIAL IMPLICATIONS:
This grant funding represents $502,500.00 to the City of Pueblo with no required match.

Not applicable to this Ordinance.

Not applicable to this Ordinance.
ALTERNATIVES:
The Council may disapprove the agreement and thereby decline the award and support
of the Financial Empowerment Center within the City of Pueblo.
RECOMMENDATION:
Approval of the Ordinance.
