AN ORDINANCE APPROVING AND ACCEPTING A COLORADO
DIVISION OF CRIMINAL JUSTICE 2023 SMART GRANT
(STATE'S MISSION FOR ASSISTANCE IN RECRUITING AND
TRAINING GRANT PROGRAM) IS A FUNDING OPPORTUNITY
OFFERED THROUGH THE OFFICE OF ADULT AND JUVENILE
ASSISTANCE (OAJJA) FOR FISCAL YEARS 2024 AND 2025,
AWARD NO. 2023-LE-24-12, AND APPLICABLE CONDITIONS
PERTAINING THERETO, ESTABLISHING PROJECT NUMBER
PS2316, BUDGETING AND APPROPRIATING FUNDS NOT TO
EXCEED $791,811.00, AUTHORIZING MAYOR TO EXECUTE
SAME AND RELATED CERTIFICATIONS, ASSURANCES, AND
OTHER DOCUMENTS AND RATIFYING HER SIGNATURE
THERETO
WHEREAS, the City Council of Pueblo has the authority on behalf of the City of Pueblo,
including its Police Department, to accept grants from the federal government for public and
municipal purposes and to enter into agreements relating thereto; and
WHEREAS, the Colorado Division of Criminal Justice has tendered a SMART Grant for
Workforce, Recruitment, and Training, Award No. 2023-LE-24-12 (the “Award”) in the amount of
$791,811.00 upon conditions recited therein or incorporated therein by reference; and
WHEREAS, acceptance of the Award for the purposes for which it has been made is in
the best interest of the City and will benefit the health, welfare and safety of the citizens of the
City; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Awarding of Grant No. 2023-LE-24-12 to the City of Pueblo, a true copy of which is
attached hereto, is hereby approved and accepted in accordance with its terms and conditions.
SECTION 2.
The Mayor of the City is authorized to execute the Grant Award acceptance in the name
of and on behalf of the City, and the Mayor is authorized to execute any and all other
certifications, assurances and other documents associated therewith.
SECTION 3.
Project Number PS2316 is hereby established, and the amount of $791,811.00 is
budgeted and appropriated therefore.
SECTION 4.
The Grant Award Funds shall be deposited in an interest-bearing trust fund account that
is specifically designated for the SMART grant. The funds in the account, including interest
thereon, shall only be expended and used for the Program, and shall be so obligated and
expended by December 31, 2025, provided, however, that none of the funds shall be spent or
obligated until all applicable conditions precedent for expenditure of Grant Funds have been
satisfied, as set forth in the Grant’s Special Conditions.
SECTION 5.
The State’s Mission for Assistance in Recruiting and Training (SMART) Grant Program
is a funding opportunity offered through the Office of Adult and Juvenile Assistance (OAJJA) for
fiscal years 2024 and 2025.
SECTION 6.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance and the attached award to effectuate the policies and
procedures described herein.
SECTION 7.
The Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUMMARY:
Attached is Award No. 2023-LE-24-12. The State’s Mission for Assistance in Recruiting
and Training (SMART) Grant Program is a funding opportunity offered through the
Office of Adult and Juvenile Assistance (OAJJA) for fiscal years 2024 and 2025.
PREVIOUS COUNCIL ACTION:
Previous grants have come before the council and have been approved allowing for the
use of such funds for purposes that are in line with the city’s mission and function.
BACKGROUND:
The Colorado SMART Grant Program provides funds to units of local government for the
purpose of improving law enforcement recruitment and training. The program is designed
to help local communities address problems specific to their area.
The funds will be utilized in the following manner according to the requirements of the
grant.
$426,240 - 4 Intern Positions at $106,560 per position
$231, 000: POST training
POST certification at Pueblo Community College for 21 students for two
years at $11,000 each (tuition and fees)
$21,600 - For entirety of Supplies and Operating Expenses
Postage: $1800
Recruitment flyers, Invitations and Personalized materials
Display items: $3,200
Professional backdrop and table cover
Marketing items: $2,400
Social media boosts, targeted advertising for two years
Flash drives: $2,200
400 USB drives at $8 each for two years
Copying/printing: $12,000
Full color collateral, letters, posters, etc. for two years
$68,916.00 - For entirety of Travel
Ground: $3,000
Car rental, Lyft/Uber, parking, tips, etc. for two years
Meals (OOS): $9,600
Meals during out of state travel for two persons. 80 away days at
$120/day. over two years
Meals (IS): $3,600
Meals during in-state travel for two people. 60 travel days at $30 per
day each over two years
Lodging (OOS): $14,000
One room per night for 80 away nights at $175 each over two
years
Lodging (IS): $6,000
Two rooms per night for 20 nights at $150 each over two years
Airfare: $28,000
One RT ticket at $700 for 40 trips over two years
Mileage (IS): $4,716
7,200 miles at IRS rate $0.655/miles
$17,350.00 - For Video Production
A local production company will be used to film a new video that highlights
the benefits of Pueblo’s police force, the community and its housing and
schools, its nearby recreation options, and departmental opportunities for
growth. Price includes taping, editing, and final product hosted on vendors
YouTube Channel and other media that the City can use independently.
$26,705 - Administrative/Indirect at 5%
De-minimus indirect rate, in the absence of a negotiated indirect cost
rate, of 5% to offset accounting, legal, development, etc. - Scholarships
cannot be included in in cost formula for indirect.
Total Funded: $791,811.00
FINANCIAL IMPLICATIONS:
This grant funding represents $791,811.00 to the City of Pueblo with no required match.
The City is responsible for administering the drawdown of the grant. These funds will
assist in filling public safety vacancies that exist within the Pueblo Police Department.
BOARD/COMMISSION RECOMMENDATION:
Not Applicable.
STAKEHOLDER PROCESS:
The Pueblo Police Department will reach out to local stakeholders to fill four FTE intern
slots. They will also reach out to local video production entities that can assist in
producing recruitment videos.
ALTERNATIVES:
City Council can choose not to accept this grant.
RECOMMENDATION:
Approval of the Ordinance.
