AN ORDINANCE ESTABLISHING PROJECT NO. HO2470,
TENANT BASED RENTAL ASSISTANCE PROJECT,
TRANSFERRING $75,000.00 FROM PROJECT NO. HO2150,
$25,000.00 FROM PROJECT NO. HO2260, $66,978.83 FROM
PROJECT NO. HO2130, AND ACCEPTING $22,326.17 FROM
THE COUNTY OF PUEBLO, BUDGETING AND
APPROPRIATING FUNDS IN THE AMOUNT OF $189,305.00,
AND AUTHORIZING THE MAYOR TO EXECUTE SAME
WHEREAS, the City of Pueblo has received an allocation of HOME Investment
Partnership Act Grant funds and the provision for Tenant Based Rental Assistance is an eligible
activity under the HOME Program; and
WHEREAS, the City of Pueblo included Tenant Based Rental Assistance is an eligible
activity in the Annual Action Plan, and
WHEREAS, the City of Pueblo and Pueblo County wish to reduce homelessness within
the community through a collaborative effort to administer the City’s Tenant Based Rental
Assistance Program; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Establishing Project No. HO2470 – Tenant Based Rental Assistance.
SECTION 2.
Funds in the amount of $75,000.00 from Project No. HO2150, $25,000.00 from Project
No. HO2260, $66,978.83 from Project No. HO2130, and funds from the County of Pueblo in the
amount of $22,326.17 are hereby transferred into Project No. HO2470, Tenant Based Rental
Assistance Project, and budgeted and appropriated for Project No. HO2470.
SECTION 3.
The officers of the City are authorized to perform any and all acts consistent with this
Ordinance to implement the policies and procedures described herein.
SECTION 4.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUMMARY:
This Ordinance creates project account HO2470 for the joint City/County administration
of Tenant Based Rental Assistance activity funds for the prevention of homelessness.
Pueblo County has asked to partner with the City as the lead agency in the Pueblo
Consortium to administer HOME Investment Partnership Funds for a joint tenant based
rental assistance activity.
PREVIOUS COUNCIL ACTION:
The City Council has approved funding for this program in previous years.
BACKGROUND:
The City of Pueblo and Pueblo County receive a yearly allocation of HOME funds from
the U.S. Department of Housing and Urban Development through the Pueblo
Consortium. The Consortium is a collaboration between the City and the County to
jointly administer HOME funds in a coordinated effort. Tenant-Based Rental Assistance
(TBRA) is an eligible activity under the HOME program and is used to prevent
homelessness and to re-establish residency for those individuals or families who are
homeless. The City’s TBRA program is a transitional housing program designed to
increase self-sufficiency over a 24-month period. Posada has previously managed the
TBRA Program for the City.
FINANCIAL IMPLICATIONS:
Partial funding is available in the 251 Fund. A local match is a requirement of the
HOME Program and was appropriated by Council under Ordinance 9975 and 10215.
Additional Program match is due from the County of Pueblo in the amount of
$22,326.17. The Board of County Commissioners approved Pueblo County Resolution
23-225 authorizing the action and the amount.
HOME funds previously appropriated and budgeted are in the following accounts are
hereby reprogrammed and budgeted for this activity, transferring funds into Project No.
HO2470:
