HomeMy WebLinkAbout15517RESOLUTION NO. 15517 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $444,175.00 TO MILLER PIPELINE, LLC, AND SETTING FORTH $88,835 FOR CONTINGENCIES, FOR PROJECT NO. 24-009 (WWAN05) 2024 MANHOLE AND INSPECTION PIPE REHABILITATION PROJECT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, only one bid for PROJECT NO. 24-009 (WWAN05), FY2024 Manhole and Inspection Pipe Rehabilitation Project has been received and examined; and WHEREAS, the proposal of Miller Pipeline, LLC of Pueblo, Colorado was the lowest of those bids determined to be responsible, and the Committee of Awards recommends to the City Council that it authorize PROJECT NO. 24-009 (WWAN05) to be performed; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. City Council authorizes PROJECT NO. 24-009 (WWAN05), FY2024 Manhole and Inspection Pipe Rehabilitation Project, to be performed, and the contract for said project is hereby awarded to said bidder in the amount of $444,175.00. SECTION 2. Funds for PROJECT NO. 24-009 (WWAN05) shall be from Sewer User Funds. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. In addition to the amount of the bid set forth, as aforementioned, an additional amount as stipulated in this section is hereby established for contingencies and additional work. Contingencies and Additional Work…………..$88,835. SECTION 5. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the contract to implement the transactions described therein. SECTION 6. This Resolution shall become effective immediately upon passage and approval. The manholes are ranked using the National Association of Sewer Service Companies (NASSCO) evaluation criteria – the higher the ranking, the worse the deterioration. The inspection pipes on the project were chosen by having a history of having maintenance issues in accordance with television inspections. Manholes for the 24-009 (WWAN05) FY2024 Manhole and Inspection Pipe Rehabilitation Project had to meet the requirement of being the highest ranking on the manhole evaluation list. To protect the public interest, these manholes and inspection pipes require rehabilitation. Manholes and inspection pipes will be rehabilitated by removing and replacing existing structures with new precast concrete manholes PREVIOUS COUNCIL ACTION: None BACKGROUND: During routine inspection of the sanitary mains, an evaluation of the inspection pipes, manholes, manhole benches and troughs are performed to determine the severity of deterioration in the manhole and inspection pipe structures and to prioritize them accordingly. The manholes and inspection pipes chosen for the 24-009 (WWAN05) FY2024 Manhole and Inspection Pipe Rehabilitation Project had the highest ranking and maintenance issues, respectively, for rehabilitation. The existing manholes and inspection pipes will be rehabilitated by removing and replacing the existing structure with a new precast concrete manhole. FINANCIAL IMPLICATIONS: The cost of the construction project was bid at $444,175.00 with contingencies of $88,835. Funds are available from the Sewer User Funds and have been budgeted and appropriated to Project No. 24-009 (WWAN05). BOARD/COMMISSION RECOMMENDATION: Not applicable STAKEHOLDER PROCESS: None ALTERNATIVES: Alternative No. 1 – No Action The Wastewater Department would take no action. The manholes and inspection pipes would continue to deteriorate until they eventually collapse warranting an emergency repair and possibly endangering the public.
