AN ORDINANCE APPROVING AND ACCEPTING A COLORADO
DEPARTMENT OF TRANSPORTATION 2024-CTE: PUEBLO
TRANSIT FLEET TRANSITION PLANNING GRANT AWARD-
021647, AND APPLICABLE CONDITIONS PERTAINING
THERETO, BETWEEN THE CITY OF PUEBLO AND THE
COLORADO DEPARTMENT OF TRANSPORTATION,
ESTABLISHING PROJECT NO. PT2403, BUDGETING AND
APPROPRIATING $99,000.00 WITH A LOCAL MATCH OF
$11,000.00, AND RATIFYING THE MAYOR’S SIGNATURE ON
SAME
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Awarding of Grant No. 021647 to the City of Pueblo, Pueblo Transit, a true copy of
which is attached hereto, is hereby approved and accepted in accordance with its terms and
conditions.
SECTION 2.
The Mayor of the City is authorized to execute the Grant Award acceptance in the name
of and on behalf of the City, and the Mayor is authorized to execute any and all other
certifications, assurances and other documents associated therewith.
SECTION 3.
Project Number PT2403 is hereby established, and the amount of $99,000.00 State
Portion and $11,000.00 City Match is budgeted and appropriated therefore.
SECTION 4.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance and the attached Award to implement the policies
and procedures described herein.
SECTION 5.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

Final adoption of Ordinance by City Council on February 12, 2024.

SUMMARY:
Attached is a Grant Award between the City of Pueblo and the Colorado Department of
Transportation for $99,000.00.
PREVIOUS COUNCIL ACTION:
None
BACKGROUND:
Pursuant to Colorado Department of Transportation Award # 021647, the City has been
awarded $99,000.00 Transition Planning Grant funding that will be matched by
$11,000.00 in local funds. The local funds are from the City of Pueblo’s general fund as
indicated by the City’s FY2024 Budget. These funds are intended to subsidize Pueblo
Transit’s additional operating expenditures incurred in FY 2024. The grant scope of
work includes the following projects:
$110,000.00 – Electrification/Hydrogen Electric Transition Plan

FINANCIAL IMPLICATIONS:
The anticipated total Project cost is $110,000.00. The State share is 90% with 10% City
match requirement.
BOARD/COMMISSION RECOMMENDATION:
Pueblo Transit Board recommends approval.
STAKEHOLDER PROCESS:
Not applicable.
ALTERNATIVES:
The alternative, should this Ordinance not pass, is for the City of Pueblo to not receive
the Grant Funds for an EV Transition Plan.
RECOMMENDATION:
Approval of the Ordinance
