AN ORDINANCE APPROVING AND ACCEPTING A UNITED
STATES DEPARTMENT OF TRANSPORTATION, FEDERAL
TRANSIT ADMINISTRATION GRANT (AREAS OF
PERSISTENCE POVERTY), AWARD NO. FTA G-30, AND
APPLICABLE CONDITIONS PERTAINING THERETO,
BETWEEN THE CITY OF PUEBLO AND THE UNITED STATES
DEPARTMENT OF TRANSPORTATION, ESTABLISHING
PROJECT NO. PT2401, BUDGETING AND APPROPRIATING
FUNDS OF $180,000.00, WITH A LOCAL MATCH OF $20,000.00
AND RATIFYING THE MAYOR’S SIGNATURE ON SAME
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Awarding of Grant FTA G-30 to the City of Pueblo, Pueblo Transit, a true copy of
which is attached hereto, is hereby approved and accepted in accordance with its terms and
conditions.
SECTION 2.
The Mayor of the City is hereby authorized to execute the Grant Award acceptance in
the name of and on behalf of the City, and the Mayor is authorized to execute any and all other
certifications, assurances and other documents associated therewith. To the extent the Mayor
has executed Grant Award or other documents associated therewith, City Council hereby
ratifies such acceptance or actions.
SECTION 3.
Project Number PT2401 is hereby established, and the amount of $180,000.00 Federal
Portion an $20,000.00 City Match is budgeted and appropriated therefore.
SECTION 4.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance and the attached Award to implement the policies
and procedures described herein.
SECTION 5.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

Final adoption of Ordinance by City Council on February 12, 2024.

SUMMARY:
Attached is a Grant Award between the City of Pueblo and the United States
Department of Transportation for $180,000.00.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
Pursuant to Department of Transportation Federal Transit Administration Award G-30,
the City has been awarded $180,000.00 Transition Planning Grant funding that will be
matched by $20,000.00 in local funds. The local funds are from the City of Pueblo’s
general fund as indicated by the City’s FY2024 Budget. These funds are intended to
subsidize Pueblo Transit’s additional operating expenditures incurred in FY 2024. The
grant scope of work includes the following Projects:
$200,000.00 – Pueblo Airport Industrial complex route study

FINANCIAL IMPLICATIONS:
The anticipated total Project cost is $200,000.00. The Federal share is $180.000.00
(90%) with a $20,000.00 (10%) City match requirement.
BOARD/COMMISSION RECOMMENDATION:
Pueblo Transit Board recommends approval.
STAKEHOLDER PROCESS:
Not applicable.
ALTERNATIVES:
Should this Ordinance not pass the City of Pueblo would forgo Grant Funds for an
Airport Industrial Complex Route Study.
RECOMMENDATION:
Approval of the Ordinance.
