SUBJECT: AN ORDINANCE ESTABLISHING PROJECT PL2401 FOR SAFE
ROUTES TO SCHOOL ROCK AND ROLL SAFELY, APPROVING AN
INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF
PUEBLO, A COLORADO MUNICIPAL CORPORATION, AND THE
STATE OF COLORADO, ACTING BY AND THROUGH THE
COLORADO DEPARTMENT OF TRANSPORTATION, PROJECT: SAR
M086-100 (25950), BUDGETING AND APPROPRIATING FUNDS IN
THE AMOUNT OF $482,977 AND AUTHORIZING THE MAYOR TO
EXECUTE SAME
SUMMARY:
This Ordinance creates Project No. PL2401 for Safe Routes to School for Rock and
Roll Safely, approves an Intergovernmental Agreement (“IGA”) between Pueblo, a
Colorado Municipal Corporation (“City”) and the State of Colorado, Colorado
Department of Transportation (“CDOT”) relating to Rock and Roll Safely Safe Routes to
School and budgets and appropriates funds totaling $482,977 for the Project.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
This Ordinance establishes the Safe Routes to School, PL2401 for Rock and Roll
Safely and approves the grant agreement between the City and CDOT.
The City submitted a Safe Routes to Schools grant for improvements at Park View
Elementary and Risley Middle Schools in 2022. This project provides safe and
accessible routes to school by:
1) Pedestrian and bicycle crossing improvements, including installation of ADA curb
ramps.
2) Street striping to define bike lanes and crosswalks.
3) Construction of a mid-block bump out in front of the elementary school.
4) Sidewalk improvements that include new sidewalks, widened sidewalks, and
sidewalk gap closures.
5) Signage placement to slow traffic and provide awareness for bicyclists and
pedestrians.
6) Installation of bicycle facilities, separated from the main roadway and with sharrow
markings in selected segments.
7) Implementation of an in-school education component, which may include bike to
school and workday, bike rodeos training, bike and pedestrian safety classes, active
school travel safety classes, and parent engagement.
FINANCIAL IMPLICATIONS:
Match funds are not required.

ALTERNATIVES:
Currently, there are no alternatives for completing the improvements without the
funding from the CDOT Safe Routes to Schools Grant funds.
RECOMMENDATION:
Approve the Ordinance.

BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The PL2401, Safe Routes to School Rock and Roll Safely, is hereby established.
SECTION 2.
The Intergovernmental Agreement (“IGA”) between the City of Pueblo ("City"), a Colorado
Municipal Corporation, and the State of Colorado, acting with and through the Colorado Department
of Transportation ("CDOT"), Project: SAR M086-100 (25950), Safe Routes to School Rock and Roll
Safely, a copy of which is attached, having been approved as to form by the City Attorney, is hereby
approved.
SECTION 3.
Subject to encumbrances by the Colorado State Department of Transportation, funds
from the Safe Routes to School Rock and Roll Safely (25950) in the amount of $482,977.00 are
hereby budgeted and appropriated for the Safe Routes to School, No. PL2401 for Rock and Roll
Safely.
SECTION 4.
The Mayor is authorized to execute and deliver the IGA in the name of the City of Pueblo
and the City Clerk is directed to affix the seal of the City thereto and attest same.
SECTION 5.
The officers of the City are authorized to perform any and all acts consistent with this
Ordinance and IGA to implement the policies and procedures described herein.
SECTION 6.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.
