AN ORDINANCE CHANGING THE STREET NAME OF US
HIGHWAY 50 BYPASS TO DR. MARTIN LUTHER KING JR.
BYPASS
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The street known as US Highway 50 Bypass is hereby changed to Dr. Martin Luther
King Jr. Bypass.
SECTION 2.
The officers and staff of the City are authorized to perform any and all acts consistent
with the intent of the Ordinance to implement the policies and procedures described herein.
SECTION 3.
This Ordinance shall become effective immediately upon final action by the Mayor
and City Council.

Introduced and initial adoption of Ordinance by City Council on December 26, 2023.
Final adoption of Ordinance by City Council on January 8, 2024.

SUMMARY:
The applicant is requesting to change the name of US Highway 50 Bypass to Dr. Martin
Luther King Jr. Bypass
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
In collaboration with the National Association for Advancement of Colored People
(NAACP) Pueblo Unit No. 4005, the City of Pueblo is proposing to change the name of
US Highway 50 Bypass to Dr. Martin Luther King Jr. Bypass between Interstate 25 and
the SH96, SH47 (Cesar Chavez Blvd), and US 50 Bypass interchange (see attached
map). The purpose of the street name change is to honor Dr. King’s Legacy of
combating inequality and promoting civil rights. Earlier this year the Pueblo City Council
authorized the Mayor to initiate the process of renaming US Highway 50 Bypass to Dr.
Martin Luther King Jr Bypass. The proposed Dr. Martin Luther King Jr. Bypass is a
prominent I-25 interchange within the City and is a gateway for motorists traveling into
Pueblo from the east. This section of highway, which has over 10,000 vehicle trips per
day, is utilized by motorists traveling to the Pueblo Memorial Airport and the Pueblo
Memorial Airport Industrial Park. Approximately 18 properties are addressed on US
Highway 50 Bypass Frontage Road south of the highway between Norwood Avenue
and North Lacrosse Avenue, and one address for the Belmont Post Office is addressed
on US Highway 50 Bypass Frontage Road on the north side of the highway. The Dr.
Martin Luther King Jr. street name change will not affect the addresses on the north
and south side Frontage Roads. Therefore, all 19 properties will maintain their current
address. If the street name change is approved by City Council, initial signage will
consist of supplemental signage installed on posts along the sides of the highway right-
of-way. The I-25/US 50 Bypass interchange, including the bridges over the railroad and
Fountain Creek, are scheduled to be replaced during the next three to four years. Once
the new bypass project is complete, permanent signage will be installed at the I-25/US
50 Bypass interchange by CDOT. It is anticipated that the abbreviated name signage
will be utilized due to cost. Most of the cost of the abbreviated signage would be
included in the highway project costs since those signs would need to be relocated as
part of the project. The signage at the cross streets of Hudson Avenue Norwood
Avenue, and Troy Avenue will be constructed and installed by the City of Pueblo street
department.
FINANCIAL IMPLICATIONS:
The City will incur an estimated cost of $2,228 to change six existing street signs at the
local street intersections to Dr. Martin Luther King Jr. Bypass. In addition, the Colorado
Department of Transportation has provided an estimated range of costs to change the
highway signs as follows:
Full name signage (Dr. Martin Luther King Jr. Bypass) - $525,000 to $600,000
Abbreviated name signage (MLK Bypass) - $265,000 to $325,000
Supplemental signage only (similar to the Ronald Reagan and John F. Kennedy I-25
signs) - $40,000 to $75,000
BOARD/COMMISSION RECOMMENDATION:
The Planning and Zoning Commission, at their December 13th, 2023 Regular Meeting,
voted 4-3 to recommend approval.
STAKEHOLDER PROCESS:
The Planning Department sent out Notice of the Planning and Zoning Commission
Public Hearing to all property owners located within 300 feet of the subject property.
A Public Notice poster was placed on the subject property 15 days prior to the Public
Hearing.
ALTERNATIVES:
If City Council does not approve this Ordinance, the current street name would remain.
RECOMMENDATION:
Approval of the Ordinance.
