AN ORDINANCE APPROVING AN AGREEMENT BETWEEN
THE CITY OF PUEBLO, A COLORADO MUNICIPAL
CORPORATION, AND SOUNDTHINKING, INC. (FORMERLY
SHOTSPOTTER), A CALIFORNIA CORPORATION, TO
PROVIDE SERVICES TO EMERGENCY RESPONDERS, MOST
SPECIFICALLY PUEBLO POLICE DEPARTMENT, FOR
GUNSHOT DETECTION, CRIME ANALYSIS AND DATA, AND
RESOURCES REGARDING SAID DETECTION, AND
AUTHORIZING MAYOR GRADISAR TO EXECUTE THE SAME
WHEREAS, SoundThinking, Inc. (formerly Shot Spotter) operates a service that
identifies, locates, and tracks gunfire in a given location, notifying dispatch and law enforcement
once detected, and has been implemented by cities, of all sizes, across the country; and
WHEREAS, the SoundThinking system will reduce response time, aid in the detection of
crime, and aid in tracking of gun violence within an area; and
WHEREAS, an agreement between the City of Pueblo, a Colorado Municipal
Corporation and SoundThinking, Inc has been reduced to writing; and
WHEREAS, this agreement utilizes a competitive bid and contract that was negotiated
with Denver; and; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
An agreement by and between the City of Pueblo, a Colorado Municipal Corporation,
and SoundThinking, Inc., a copy of which is attached hereto with all exhibits and addendums
(“Agreement”), is hereby approved.
SECTION 2.
Mayor Gradisar is hereby authorized to execute said agreement on behalf of the City of
Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City of
Pueblo thereto and attest the same.
SECTION 3.
Funds for this agreement are budgeted to Project No. PS2315.
SECTION 4.
NOW, THEREFORE, this Ordinance shall become effective on the date of final action by
Mayor Gradisar and City Council.

SUMMARY:
Attached is a proposed Ordinance which would approve a Master Services Agreement
between the City of Pueblo, and SoundThinking, Inc (formally ShotSpotter).
PREVIOUS COUNCIL ACTION:
Ordinance No. 10606 (November 27, 2023) approved and accepted funding from the
Colorado Division of Criminal Justice, Office of Adult and Juvenile Assistance, Project
Safe Neighborhood Grant and Ordinance No 10607 (November 27, 2023) approved
and accepted funding from the U.S. Department of Justice 2023 Rural and Small
Department Violent Crime Reduction Program Grant, Award Number 15PBJA-23-GG-
05332-BSCI.
No prior action on this agreement.
BACKGROUND:
Shot Spotter ® will enhance the Real Time Crime Center capability to identify and
prosecute individuals perpetrating the most violent acts. The proposed Shot Spotter ®
solution is designed to identify, locate, and track active gunfire, and will support the
Pueblo Police Department’s efforts to more effectively respond to and investigate
gunfire incidents. This strategy is deployed across the country and serves agencies of
all sizes that are committed to leveraging real-time gunfire intelligence to reduce gun
violence and build community trust.
This agreement and implementation of the system fosters collaboration with the Office
of Gun Violence Prevention, and other state and federal entities to crack down on gun
crime; provides a significant tactical advantage in support of patrol when responding to
gunfire; creates an opportunity for officers to respond quickly to gun-related incidents;
and supports community engagement efforts. Additionally, it will reduce response time
in getting medical aid to gunshot victims.
FINANCIAL IMPLICATIONS:
With the acceptance of the grant from Ordinance No. 10606 and Ordinance No. 10607
the funding for the onboarding and 24 months of service is covered without any
matching funds from the City required. Unless more grant funding is obtained, the City
will be responsible for months 25-36.
