SUBJECT: A RESOLUTION REESTABLISHING THE PUEBLO MEMORIAL
AIRPORT ADVISORY COMMITTEE (“COMMITTEE”) AND REPEALING
RESOLUTION NO. 14575.
SUMMARY:
A Resolution reestablishing the Pueblo Memorial Airport Advisory Committee
(“Committee”) and repealing Resolution No. 14575.
PREVIOUS COUNCIL ACTION:
Pursuant to Resolution No. 14575 (March 8, 2021), the Airport Advisory Committee was
reestablished. Pursuant to Resolution No. 15129 (January 23, 2023), two Council
Members were appointed to the Airport Advisory Committee for a one year term
expiring January 31, 2024.
BACKGROUND:
When the Airport Advisory Committee was reestablished, it did not provide for City
Council representative to the Committee nor corresponding one year term. The
proposed resolution addresses this issue, provides for one Council Member
representative and makes a corresponding change to the number of representatives
that can be recommended by the County of Pueblo from two to one.

Not applicable to this Resolution.
STAKEHOLDER PROCESS:
Not applicable to this Resolution.
ALTERNATIVES:
If City Council does not approve the Resolution, the document authorizing the
Committee will remain the same with the conflict noted herein unaddressed.
RECOMMENDATION:
The Aviation Department recommends approval of this Resolution.

RESOLUTION NO. 15404
A RESOLUTION REESTABLISHING THE PUEBLO MEMORIAL
AIRPORT ADVISORY COMMITTEE (“COMMITTEE”) AND
REPEALING RESOLUTION NO. 14575
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
There is hereby reestablished the Pueblo Memorial Airport Advisory Committee (the
“Committee”) as an advisory committee to the Mayor and City Council. The Committee shall
consist of eleven (11) members to serve without compensation. The Mayor shall appoint all
members of the Committee, subject to Council confirmation. One member shall be a City
Council Member and one member shall be a County Commissioner of Pueblo County, Colorado
(“Elected Officer Members”). One (1) member shall be a commercial service operator located at
the Pueblo Memorial Airport. The Mayor will appoint the commercial service operator who shall
serve on the Committee and may base the decision on input from the consortium of commercial
service operators at the Airport.
SECTION 2.
Elected Officer Members shall be appointed for a term of one year commencing in
January of any given year. All other committee members shall be appointed for terms of three
(3) years provided that such members initially shall be appointed for staggered terms. Such
members currently serving on the Committee shall continue to serve through the end of their
current applicable terms, and such members’ appointments to the Committee are hereby
ratified. The Committee shall select its own officers and may adopt bylaws not inconsistent with
this Resolution. Where not inconsistent with this Resolution, the Committee’s current bylaws
shall continue in effect until such time as they may be amended.
SECTION 3.
The functions of the Committee shall be as follows:
a) To investigate, evaluate, promote, and recommend programs for commercial airlines and
general aviation services at Pueblo Memorial Airport.
b) To create a community awareness program as to the availability and use of air service at
Pueblo Memorial Airport.
c) To make periodic reports with respect to its activities to the Mayor and City Council and the
Board of Pueblo County Commissioners.
SECTION 4.
The Committee shall have no regular staff or budget but may request administrative
assistance from the Mayor. Subject to funds being appropriated and made available, the
Committee may advise the City to engage an air service marketing consultant as an
independent contractor upon such terms and conditions as the Mayor and City Council may
approve.
SECTION 5.
Resolution No. 14575 is hereby repealed.
SECTION 6.
The officers and staff of the City are authorized to perform any and all acts consistent
with the intent of this Resolution to effectuate the policies procedures described therein.
SECTION 7.
Upon final passage and approval, this Resolution shall become effective January 31,
2024.
