AN ORDINANCE APPROVING AND AUTHORIZING THE
MAYOR TO EXECUTE A SECOND AMENDMENT TO THE
AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN
THE CITY OF PUEBLO, A COLORADO MUNICIPAL
CORPORATION, TATIANA BAILY, PH.D., DBA PEAK
ANALYTICS CONSULTING, AND CENTER FOR TECHNOLOGY,
RESEARCH AND COMMERCIALIZATION DBA DATA-DRIVEN
ECONOMIC STRATEGIES, A COLORADO NON-PROFIT
CORPORATION RELATING TO THE PUEBLO MONTHLY
ECONOMIC DASHBOARD REPORTS
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:

The Second Amendment to the Agreement for Professional Services (“2 Amendment”)
between the City of Pueblo, a Colorado Municipal Corporation, Tatiana Bailey, Ph.D., dba Peak
Analytics Consulting, and the Center for Technology, Research and Commercialization dba
Data-Driven Economic Strategies, a Colorado Non-profit Corporation, June 13, 2022, nunc pro
tunc April 1, 2022, a copy of which is attached hereto, is hereby approved.
SECTION 2.

The Mayor is authorized to execute and deliver the 2 Amendment in the name of the
City, and the Clerk is authorized to affix the seal of the City thereto and attest the same after
approval as to form by the City Attorney.
SECTION 3.
The officers and staff of the City are authorized and directed to take all actions
necessary, appropriate or required to implement the provisions of this Ordinance.
SECTION 4.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

Final adoption of Ordinance by City Council on December 11, 2023.

THE PUEBLO MONTHLY ECONOMIC DASHBOARD REPORTS
SUMMARY:
Attached is a proposed Ordinance that approves and authorizes the Mayor to sign a Second
Amendment to a professional services agreement with Dr. Tatiana Bailey, Ph.D., dba Peak
Analytics Consulting, and the Center for Technology, Research and Commercialization, dba
Data-Driven Economic Strategies, a Colorado Non-profit Corporation relating to the Pueblo
Monthly Economic Dashboard reports.
PREVIOUS COUNCIL ACTION:
On June 13, 2022, by Ordinance No. 10194, City Council approved a Consulting Agreement for
Dr. Bailey to develop a Pueblo monthly economic dashboard and to provide monthly dashboard
reports through March 31, 2023. On February 27, 2023, by Ordinance No. 10398, City Council
approved an amendment to the Consulting Agreement for Dr. Baily extending the term of the
contract to December 31, 2023, and assigning the contract to Data-Driven Economic Strategies.
BACKGROUND:
The attached Second Amendment makes one (1) change to the current Consulting Agreement
– the term of the contract will be extended to April 1, 2024, from December 31, 2023.
FINANCIAL IMPLICATIONS:
This Second Amendment will add $17,500 to the maximum contract value of the professional
services agreement.

Not applicable to this Ordinance.
STAKEHOLDER PROCESS:
Not applicable to this Ordinance.
ALTERNATIVES:
If City Council does not approve this ordinance, the Agreement will terminate on December 31,
2023.
RECOMMENDATION:
This Ordinance is recommended by Councilor Dennis Flores.
