AN ORDINANCE APPROVING AN AGREEMENT FOR
PROFESSIONAL SERVICES IN THE AMOUNT OF $183,710
BETWEEN THE CITY OF PUEBLO, A COLORADO MUNICIPAL
CORPORATION, AND ARCADIS U.S. INC., FOR CONSULTING,
HYDROLOGIC EVALUATION AND GEOTECHNICAL ANALYSES
AND AUTHORIZING THE MAYOR TO EXECUTE THE SAME
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
An agreement by and between the City of Pueblo, a Colorado Municipal Corporation,
and Arcadis U.S. Inc., a copy of which is attached hereto and made part hereof by reference
(“Agreement”), after having been approved as to form by the City Attorney, is hereby approved.
SECTION 2.
Work Performed under the Agreement may include, but not limited to, the following
items:
1. Hydrogeologic Technical Evaluation:
2. Clarifier Stability and new clarifiers geotechnical Evaluation:
3. Arkansas River Hyporheic Zone Evaluation
4. Meeting with Pueblo and Project Management
SECTION 3.
The Mayor is hereby authorized to execute said Agreement on behalf of Pueblo, a
Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and
attest the same.
SECTION 4.
Funds for work performed under this agreement shall be paid from implement funds
budgeted in the City’s 2023 Budget from the Sewer User Fund.
SECTION 5.
The officers and staff of the City are authorized to perform any and all acts consistent
with the intent of this Ordinance and the Agreement approved to implement the transactions
described therein.
SECTION 6.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUMMARY:
This Ordinance accepts an agreement between the City of Pueblo and Arcadis U.S. Inc. for
professional services associated with hydrogeologic and geotechnical study of the groundwater
at the water reclamation facility.
PREVIOUS COUNCIL ACTION:
Not Applicable
BACKGROUND:
This study will provide information on how the groundwater interacts with the Arkansas River
and stability of the three secondary clarifiers if the groundwater is pumped from beneath the
clarifiers. This study will provide information to the Colorado Department of Public Health and
the Environment on the conductivity between the groundwater under the clarifiers and the
Arkansas River. This evaluation will also inform on the stability of the existing clarifiers and the
geotechnical information needed for new clarifiers to be built.
FINANCIAL IMPLICATIONS:
Funding for the professional services related to the study is available from the Sewer User
Fund.

ALTERNATIVES:
The no-action alternative will leave the Water Reclamation Facility at risk of not being able to
complete the clarifier design and other requirements.
RECOMMENDATION:
Approval of the Ordinance.
