HomeMy WebLinkAbout10607ORDINANCE NO. 10607 AN ORDINANCE APPROVING AND ACCEPTING A U.S. DEPARTMENT OF JUSTICE 2023 RURAL AND SMALL DEPARTMENT VIOLENT CRIME REDUCTION PROGRAM GRANT, AWARD NUMBER 15PBJA-23-GG-05332-BSCI, AND APPLICABLE CONDITIONS PERTAINING THERETO, ESTABLISHING PROJECT NUMBER PS2317, BUDGETING AND APPROPRIATING FUNDS NOT TO EXCEED $300,000.00 FOR THE PURCHASE OF SHOTSPOTTER, AUTHORIZING MAYOR GRADISAR TO EXECUTE SAME AND RATIFYING HIS SIGNATURE THERETO WHEREAS, the City Council of Pueblo has the authority on behalf of the City of Pueblo, including its Police Department, to accept grants for public and municipal purposes and to enter into agreements relating thereto; and WHEREAS, the United States Department of Justice, Rural and Small Department Violent Crime Reduction Program has tendered an award for purchase of ShotSpotter® in the amount of $300,000.00; and WHEREAS, acceptance of the award for the purposes for which it has been made is in the best interest of the City and will benefit the health, welfare, and safety of the citizens of the City; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The award of a United States Department of Justice, Rural and Small Department Violent Crime Reduction Program Grant to the City of Pueblo, a copy of which is attached hereto, is hereby approved and accepted. SECTION 2. Should it be necessary, the Mayor of the City is authorized to execute a grant award acceptance in the name of and on behalf of the City, and the Mayor is further authorized to execute any and all other certifications, assurances, and other documents associated therewith. SECTION 3. Project Number PS2317 is hereby established, and the amount of $300,000 is budgeted and appropriated thereto. SECTION 4. The officer and staff of the City are authorized to perform any and all acts consistent with the intent of this Ordinance and the attached award to implement the policies and procedures described herein. SECTION 5. This Ordinance shall become effective on the date of final action by the Mayor and City Council. PREVIOUS COUNCIL ACTION: None. BACKGROUND: Rural and Small Department Violent Crime Reduction Program seeks to support small and rural agencies in their efforts to combat violent crime. Pueblo Police Department seeks funding to purchase a ShotSpotter® to enhance its capability to identify and prosecute individuals perpetrating the most violent acts. The proposed solution is designed to identify, locate, and track active gunfire, and it will support efforts to respond to and investigate gunfire incidents more effectively. This strategy is deployed across the country and serves agencies of all sizes that are committed to leveraging real-time gunfire intelligence to reduce gun violence and build community trust. The ShotSpotter will provide a significant tactical advantage in support of patrol when responding to gunfire, create an opportunity for officers to respond quickly to gun-related incidents, and support community engagement efforts. FINANCIAL IMPLICATIONS: This grant funding represents $300,000.00 to the City of Pueblo with no required match. BOARD/COMMISSION RECOMMENDATION: Not applicable. STAKEHOLDER PROCESS: None. ALTERNATIVES: The Council may disapprove the agreement and thereby decline the award. RECOMMENDATION: Approval of the Ordinance. ATTACHMENTS: 1.
