HomeMy WebLinkAbout10606ORDINANCE NO. 10606 AN ORDINANCE APPROVING AND ACCEPTING A 2022 COLORADO DIVISION OF CRIMINAL JUSTICE, OFFICE OF ADULT AND JUVENILE ASSISTANCE, PROJECT SAFE NEIGHBORHOOD GRANT IN THE AMOUNT OF $152,714 FOR THE PURCHASE OF SHOTSPOTTER, AUTHORIZING MAYOR GRADISAR TO EXECUTE THE GRANT AWARD LETTER AND RELATED DOCUMENTS, ESTABLISHING PROJECT NUMBER PS2315, AND BUDGETING AND APPROPRIATING THE GRANT FUNDS OF $152,714 TO SAID PROJECT WHEREAS, the City Council of Pueblo has the authority on behalf of the City of Pueblo, including its Police Department, to accept grants for public and municipal purposes and to enter into agreements relating thereto; and WHEREAS, the Colorado Division of Criminal Justice, Office of Adult and Juvenile Assistance, Project Safe Neighborhood Grant program has tendered an award (“Award”) for Project No. 2022-GP-23-04 / Project Safe Neighborhood Grant Program (Pueblo) in the amount of $152,714.00 upon conditions recited therein or incorporated therein by reference; and WHEREAS, acceptance of the Award for the purposes for which it has been made is in the best interest of the City and will benefit the health, welfare, and safety of the citizens of the City; NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Grant Award Letter (Intergovernmental Grant Agreement), PSN Grant #: 2022-GP- 23-04, (“Agreement”) between the State of Colorado Division of Criminal Justice, Office of Adult and Juvenile Assistance, and the City of Pueblo, a Municipal Corporation, for Project Safe Neighborhood Grant Program, a true copy of which is attached hereto, having been approved as to form by the City Attorney, is hereby approved. SECTION 2. The signature of the Mayor to the Grant Award Letter is hereby approved and ratified, the City Clerk is directed to affix the seal of the City thereto, and the City Clerk is furthermore directed to attest same. SECTION 3. Project No. PS2315 is hereby established. SECTION 4. Grant funds in the amount of $152,714.00 shall be accepted pursuant to the Agreement and budgeted and appropriated to Project No. PS2315. SECTION 5. Pursuant to the Agreement, the State of Colorado, Colorado Division of Criminal Justice, Office of Adult and Juvenile Assistance, (“State”) may unilaterally amend the terms of the Agreement or the amount of grant funds pursuant to an updated Grant Award Letter or other change letter. In the event the State increases the grant award via such a letter, the additional funds may be accepted pursuant to this Ordinance and budgeted and appropriated into Project No. PS2315, where said funds shall only be expended and used for this project. SECTION 6. The officers and staff of the City are authorized to perform any and all acts consistent with this Ordinance and to implement the policies and procedures described therein. SECTION 7. This Ordinance shall become effective upon final action by the Mayor and City Council. Action by City Council: Introduced and initial adoption of Ordinance by City Council on November 13, 2023. Gradisar VIA: Marisa Stoller, City Clerk FROM: Chris Noeller, Chief of Police SUBJECT: AN ORDINANCE APPROVING AND ACCEPTING A 2022 COLORADO DIVISION OF CRIMINAL JUSTICE, OFFICE OF ADULT AND JUVENILE ASSISTANCE, PROJECT SAFE NEIGHBORHOOD GRANT IN THE AMOUNT OF $152,714 FOR THE PURCHASE OF SHOTSPOTTER, AUTHORIZING MAYOR GRADISAR TO EXECUTE THE GRANT AWARD LETTER AND RELATED DOCUMENTS, ESTABLISHING PROJECT NUMBER PS2315, AND BUDGETING AND APPROPRIATING THE GRANT FUNDS OF $152,714 TO SAID PROJECT SUMMARY: Attached is a 2023 Project Safe Neighborhoods Grant, the related Grant Award Letter, and accompanying documents for the Colorado Division of Criminal Justice, Office of Adult and Juvenile Assistance #; 2022-GP-23-04, known as the Project Safe Neighborhoods Grant Program. PREVIOUS COUNCIL ACTION: None. BACKGROUND: Project Safe Neighborhoods (PSN) is a Program funded by the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance. PSN is designed to create and foster safer neighborhoods through a sustained reduction in violent crime, including, but not limited to, addressing criminal gangs and the felonious possession and use of firearms. The program's effectiveness depends upon the ongoing coordination, cooperation, and partnerships of local, state, tribal, and federal law enforcement agencies--and the communities they serve--engaged in a unified approach led by the U.S. Attorney in all 94 districts. Shot Spotter® will enhance enhance the Real Time Crime Center capability to identify and prosecute individuals perpetrating the most violent acts. The proposed ShotSpotter® solution is designed to identify, locate, and track active gunfire, and will support the Pueblo Police Department’s efforts to more effectively respond to and investigate gunfire incidents. This strategy deployed across the country and serves agencies of all sizes that are committed to leveraging real-time gunfire intelligence to reduce gun violence and build community trust. The proposed solution is aligned with the goals of Colorado’s PSN program as it fosters collaboration with the Office of Gun Violence Prevention, and other state and federal entities to crack down on gun crime; provides a significant tactical advantage in support of Patrol when responding to gunfire; creates an opportunity for officers to respond quickly to gun-related incidents; and supports community engagement efforts. Acceptance of the award and scheduling of and budgeting for the purchase of ShotSpotter will be based upon adoption of this Ordinance, establishing Project No. PS2315, and budgeting and appropriating funds in the amount of $152,714.00 into project PS2315. This project will fund the purchase of ShotSpotter technology for implementation in the Real Time Crime Center. FINANCIAL IMPLICATIONS: If approved, grant funds in the amount of $152,714.00 will be budgeted and appropriated into Project No. PS2315 to fund the purchases. Reimbursement of the $152,714.00 will be made to the City of Pueblo through the Colorado Division of Criminal Justice, Office of Adult and Juvenile Assistance, Project Safe Neighborhood Grant. There is no City match required. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Ordinance. STAKEHOLDER PROCESS: None.
