BETWEEN THE CITY OF PUEBLO, A COLORADO MUNICIPAL
CORPORATION, AND THE STATE OF COLORADO, ACTING
BY AND THROUGH THE COLORADO DEPARTMENT OF
TRANSPORTATION ("CDOT"), PROJECT: BRO M086-099
(25513) IN THE AMOUNT OF $105,000, TRANSFERRING
$26,250 FROM ACCOUNT PROJECT CI2204 TO PL2306,
BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT
OF $131,250 AND AUTHORIZING THE MAYOR TO EXECUTE
SAME
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The 8th Street Bridge Rehabe Project PL2306, is hereby established.
SECTION 2.
The Intergovernmental Agreement (“IGA”) between the City of Pueblo, a Colorado
Municipal Corporation, and the State of Colorado, acting with and through the Colorado
Department of Transportation (CDOT), Project: BRO M086-099 (25513), 8th Street Bridge
Rehab Project, a copy of which is attached, having been approved as to form by the City
Attorney, is hereby approved.
SECTION 3.
Funds in the amount of $26,250.00 are hereby transferred from the account Project
CI2204 to account Project PL2306, 8th Street Bridge Rehab Project and budgeted and
appropriated for the 8th Street Bridge Rehab account Project PL2306.
SECTION 4.
Subject to encumbrances by the Colorado State Department of Transportation (CDOT),
and funds from the Off-System Bridge Program Grant BRO M086-099 (25513) in the amount of
$131,250.00 are hereby budgeted and appropriated for the 8th Street Bridge Rehab Project
PL2306.
SECTION 5.
The Mayor is authorized to execute and deliver the IGA in the name of the City of Pueblo
and the City Clerk is directed to affix the seal of the City thereto and attest same.
SECTION 6.
The officers of the City are authorized to perform any and all acts consistent with this
Ordinance and IGA to implement the policies and procedures described herein.
SECTION 7.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUMMARY:
This Ordinance creates account Project PL2306 for the 8th Street Bridge Rehab
Project, and approves an Intergovernmental Agreement (“IGA”) between Pueblo, a
Colorado Municipal Corporation (“City”) and the State of Colorado, Colorado
Department of Transportation (“CDOT”) relating to the Off-System Bridge Program
Grant in the amount of $105,000.00, transfers funds in the amount of $26,250.00 for the
required 20% match, and budgets and appropriates funds totaling $131,250.00 for the
Project.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
This Ordinance establishes the 8th Street Bridge Rehab account Project PL2306 and
approves the grant agreement between the City and CDOT.
The City submitted an Off-System Bridge Program Grant for bridge repairs over Dry
Creek. This bridge is a three-span structure that crosses the East Dry Creek and it was
built in 1955 with wooden piles and currently has a sufficiency rating of 67.3. The
average daily traffic is 1,341. The substructure rating is 5.
This bridge is one of the City’s highest priorities and has been planning its
repair/rehabilitation for several years.
The repairs that will be provided include, but are not limited to:
• Cracking and settlement of asphalt
• Potholes and wide D-cracks
• Damage to approach rails
• Exposure of piles at abutment
• Cracks, spalls, and delamination of concrete pier caps
• Exposed, corroded steel reinforcement
• Erosion of embankment
• Charred timber piles
• Wide, deep checking and core rot in piles
FINANCIAL IMPLICATIONS:
The matching funds in the amount of $26,250.00 are being transferred from account
Project CI2204 to PL2306. Funds in the amount of $131,250.00 shall be budgeted and
appropriated for account Project PL2306.

None.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
Currently, there are no alternatives for completing the improvements without the
funding from the Off-System Bridge Program Grant funds.
RECOMMENDATION:
Approve the Ordinance.
