HomeMy WebLinkAbout10595ORDINANCE NO. 10595 AN ORDINANCE AMENDING THE FISCAL YEAR 2023 STAFFING ORDINANCE BY ADDING ONE (1) FULL-TIME CDBG/HOME & HOUSING ADMINISTRATOR POSITION TO THE AUTHORIZED STAFFING OF THE PLANNING & COMMUNITY DEVELOPMENT DEPARTMENT AS A PART OF A REORGANIZATION. WHEREAS, it is necessary to revise the positions for the ultimate efficiency and functionality for delivering public works and stormwater services to the community; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The following sections captioned “Housing & Citizen Services”, and “Planning & Community Development” of Ordinance No. 10363, the 2023 Staffing Ordinance, shall be amended as follows: \[Housing and Citizen Services Director of Housing and Citizen Services 1 Housing/Community Development Coordinator II 1 Community Development Specialist 1 Program Coordinator – Housing 1 Administrative Technician 1 Total 5\] Planning & Community Development Director of Planning & Community Development 1 Director of Housing & Citizen Services 1 Assistant Mayor/Community Investment 1 Administrative Technician 2 CDBG/HOME & Housing Administrator 1 Community Development Specialist 1 Housing/Community Development Coordinator II 1 Land Use Technician 2 MPO Manager 1 Office Assistant 1 Planner 3 Principal Planner 1 Program Coordinator/Housing 1 Senior Planner 3 Transportation Planning Technician 1 Total 21 SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate and transactions described therein. SECTION 4. This Ordinance shall be deemed to amend the Fiscal Year 2023 Budget and staffing with respect to the number and allocation of positions within both the Housing & Citizen Services and the Planning & Community Development Departments and shall become effective on the date of final action by the Mayor and City Council. Gradisar VIA: Marisa Stoller, City Clerk FROM: Nicholas Gradisar, Mayor Scott Hobson, Acting Director Planning and Community Development Marisa Pacheco, Director Human Resources SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2023 STAFFING ORDINANCE BY ADDING ONE (1) FULL-TIME CDBG/HOME & HOUSING ADMINISTRATOR POSITION TO THE AUTHORIZED STAFFING OF THE PLANNING & COMMUNITY DEVELOPMENT DEPARTMENT AS A PART OF A REORGANIZATION. SUMMARY: A review of ways to enhance operational efficiency related to development and housing activities has been underway within the Housing & Citizen Services and Planning & Community Development Departments. There are unique opportunities to improve communication and coordination of programs and maximize resources in support of both housing and community development missions. Consequently, a reorganization plan has been developed to implement several changes. This reorganization will include changes in reporting structure for all staff currently assigned to the Housing & Citizen Services Department to a new division focused on housing program activities within the Planning & Community Development Department. This ordinance is designed to accomplish the desired staffing changes associated with the reorganization which includes the addition of a new position – CDBG/HOME & Housing Administrator. PREVIOUS COUNCIL ACTION: On December 27, 2022, Ordinance No. 10363 was approved by City Council. This Ordinance provided authorized staffing for Fiscal Year 2023. BACKGROUND: An operational review revealed that there are complimentary responsibilities that intersect in both the Housing & Citizen Services and Planning & Community Development Departments. It has become apparent that there is an opportunity to reorganize both departments in order to streamline and enhance both the efficiency and efficacy of services. With the passage of recent legislation which will greatly broaden available funding to address critical housing issues in the community, the time is right to make these changes. Current Organizational/Functional Chart – Housing & Citizen Services Department Current Organizational/Functional Chart – Planning & Community Development Reorganization and Reporting Changes The reorganization will include movement of all Housing & Citizen Services staff to the new division of CDBG/HOME & Housing within the Planning & Community Development Department. Below is the organization/functional chart following the implementation of the reorganization plan: City Administration, Housing and Planning & Community Development leadership are confident that this reorganization will improve service delivery and enhance coordination efforts between both functional areas. Staffing Changes With changes accomplished through a related ordinance which amends various provisions of the Pueblo Municipal Code, some of the duties and director level authorities currently associated with the Housing & Citizen Services Director will be transferred and performed by the Planning & Community Development Director. This change will streamline coordination on major initiatives and projects and will centralize oversight. As the Housing & Citizen Services Department will no longer be a department, but rather a division, there is no need for two directors. Therefore, a CDBG/HOME & Housing Administrator is the proposed new position within this staffing ordinance. This position will provide management of the housing program staff and will serve as the administrator of Community Development Block Grant (CDBG), HOME, CDBG-CV and ARPA HOME grant activities. The funding associated with the Housing & Citizen Services Director position will be reallocated to fund this position with the director level position abolished once the new position is filled. In summary, this ordinance creates one new position, the CDBG/HOME & Housing Administrator. FINANCIAL IMPLICATIONS: The staffing change results in an estimated annual savings of $4,209. Classification Funding Annual Cost Housing & Citizen Services Director Grant ($153,811) CDBG/HOME & Housing Administrator Grant $149,602 Annual Difference ($4,209) BOARD/COMMISSION RECOMMENDATION: Not Applicable. STAKEHOLDER PROCESS: Not Applicable. ALTERNATIVES: The no action alternative would be to retain current staffing levels and classifications. The suggested change represents a more efficient and effective way to accomplish the objectives of the City’s housing program and will facilitate the reorganization of the two departments.
