HomeMy WebLinkAbout15434RESOLUTION NO. 15434 A RESOLUTION APPROVING A PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF PUEBLO, A COLORADO MUNICIPAL CORPORATION, AND MULTISTUDIO, INC, RELATING TO PROJECT 23-081A, UNIFIED DEVELOPMENT CODE FOR PLANNING DEPARTMENT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME WHEREAS, proposals for the Project No. 23-081A Unified Development Code for Planning Department have been received and examined; and, WHEREAS, Multistudio, Inc. has been selected to provide professional services for said Project; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. The Agreement for Professional Services dated November 27, 2023, between the City of Pueblo, a Colorado Municipal Corporation, and Multistudio, Inc. of which a copy is attached hereto and on file at the office of the City Clerk, having been approved as to form by the City Attorney, is hereby approved. SECTION 2. Funds in the amount of $215,113 for said professional services shall be paid from the Unified Development Code for Planning Department Project, CI2319. SECTION 3. The Purchasing Agent is hereby authorized to execute and deliver said Agreement on behalf of the City of Pueblo, and the City Clerk shall affix the Seal of the City thereto and attest same. SECTION 4. The officers and staff of the City are authorized to perform any and all acts consistent with this Resolution to implement the policies and procedures described herein. SECTION 5. This Resolution shall become effective immediately upon passage and approval. Gradisar VIA: Marisa Stoller, City Clerk FROM: Scott Hobson, Acting Director Planning and Community Development SUBJECT: A RESOLUTION APPROVING A PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF PUEBLO, A COLORADO MUNICIPAL CORPORATION, AND MULTISTUDIO, INC, RELATING TO PROJECT 23-081A, UNIFIED DEVELOPMENT CODE FOR PLANNING DEPARTMENT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME SUMMARY: This Resolution approves an Agreement for professional services relating to Bid No. 23-081A, Unified Development Code for Planning Department. PREVIOUS COUNCIL ACTION: City Council established the Project CI2319 and budgeted and appropriated $420,000 comprised of $195,000 in grant funds from the Colorado Department of Local Affairs (DOLA) Energy Impact Assistance Program EIAF 9547 and $225,000 in Pueblo American Rescue Plan Act (ARPA) Funds approved in Resolution No. 15100 and approved a grant agreement with the Colorado Department of Local Affairs (DOLA) on October 26, 2020 by Ordinance No. 9796. BACKGROUND: The City solicited proposals (Bid No. 23-081A) for consultants to complete professional services for the Unified Development Code for Planning Department. Two consulting firms submitted proposals, and Multistudio, Inc. was selected as the most qualified to complete the Project. The total cost to complete the three phases within the scope of services for the Project is $215,113. The scope of services for the Project includes three phases: Phase 1 - Current Zoning Code, Historic Preservation Code and Subdivision Code Assessments, totaling $58,615 Phase 2 - Preparatation of a Draft Unified Development Code, totaling $86,092 Phase 3 - Preparation of Final Unified Development Code, totaling $70,406 Total Scope of Services totals - $215,113 FINANCIAL IMPLICATIONS: The total project budget, CI2319 will be funded through the following sources: Energy Impact Assistance Program EIAF 9547 $195,000.00 Pueblo ARPA Funds approved in Resolution No. 15100 $ 225,000.00 $ 420,000.00 BOARD/COMMISSION RECOMMENDATION: Not Applicable. STAKEHOLDER PROCESS: It is anticipated that a vibrant public engagement process will be utilized in the updating of the City codes which will include listening sessions to understand the community’s goals and values, in-person open house events, focus group meetings, meetings with City commissions and boards, a Project website with questionnaires, relevant documents, videos explaining the Project. Video conferencing and other telecommunications will also be utilized throughout the Project to aid in communication and collaboration. ALTERNATIVES: Denial of this Resolution will result in the readvertising for proposals for this Project. RECOMMENDATION: Approve the Resolution.
