AN ORDINANCE ESTABLISHING THE 2024-2025 PUEBLO
URBAN TRANSPORTATION PLANNING PROJECT AND
BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT
OF $932,107 IN 2024 FOR SAID PROJECT
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The FY2024-2025 Pueblo Urban Transportation Planning Project is hereby established.
SECTION 2.
Funds in the amount of $932,107 comprised of $373,476 in FY2024 FHWA CPG Funds
and estimated carryover funds from FY2022-23 FHWA CPG in the amount of $558,631 are
hereby budgeted and appropriated into the FY2024-25 Urban Transportation Planning Project.
SECTION 3.
The officers and staff of the City are authorized to perform any and all acts consistent
with the intent of this Ordinance to effectuate the policies and procedures described herein.
SECTION 4.
This Ordinance shall become effective upon approval of the date of final action by the
Mayor and City Council:

APPROPRIATING FUNDS IN THE AMOUNT OF $932,107 IN 2024 FOR
SAID PROJECT
SUMMARY:
The proposed Ordinance would establish FY2024-2025 Urban Transportation Planning
Project, and budget and appropriate $932,107 in FY2024 for the Project comprised of
$373,476 in FY2024 Federal Highway Administration Consolidated Planning Grant
(CPG) funds and estimated carryover funds from FY22-23 FHWA CPG Funds in the
amount of $558,631 that are identified for expenditure in the 2024 Pueblo Area Council
of Governments (PACOG) Metropolitan Planning Organization (MPO) budget approved
by the PACOG Board on September 28, 2023, Resolution No. 2023-013.
PREVIOUS COUNCIL ACTION:
The establishment of the Project and budgeting of funds has been approved by the City
Council on an annual basis once the purchase order is issued by the State of Colorado
to PACOG.
BACKGROUND:
The PACOG board approved a Consolidated Planning Grant contract for FY2024-
FY2025 with the Colorado Department of Transportation (CDOT) at their October
26,2023 meeting. The contract provides funds in the amount of $373,476 along with
estimated carryover funds from the FY2022-23 CPG contract in the amount of
$558,631 that will be available for eligible reimbursable expenses. The carryover funds
include a onetime allocation of $300,000 for the inclusion of a greenhouse gas
component within the 2050 PACOG Long Range Transportation Plan. The City and
PACOG annually enter into a Delegation Agreement that authorizes the City to
complete the transportation planning tasks on behalf of PACOG and be reimbursed for
eligible expenses to complete the tasks identified in the FY 2024-2025 Unified Planning
Work Program (UPWP) adopted by PACOG Resolution 23-013 on September 28,2023.
This Ordinance budgets and appropriates the 2024-2025 Urban Transportation
Planning Project, and budgets and appropriates funds in the amount of $932,107
allocated for the City to complete urban transportation services in compliance with
federal and state requirements for the use of CPG grant funds.
FINANCIAL IMPLICATIONS:
Funds up to the amount of $932,107 will be reimbursed to the City by CDOT which
includes $373,476 from the FY 2024-FY2025 FHWA CPG Funds and remaining federal
and local carryover funds from previous years totaling an estimated $558,631. It is
estimated that approximately $2,168 in staff time from the Finance and Legal
departments will be spent on the Project.
BOARD/COMMISSION RECOMMENDATION:
The FY 2024-FY 2025 funds are included in the FY2024-FY 2025 PACOG MPO Unified
Planning Work Program budget, and the Urban Planning Work Program that have been
previously approved by the PACOG Board on September 28,2023.
STAKEHOLDER PROCESS:
The Consolidated Planning Grant funds, approved by CDOT and the Federal Highway
Administration, are identified in the Urban Planning Work Program (UPWP) by task with
associated budget amounts. The UPWP is reviewed at public meetings by the PACOG
Transportation Advisory Committee and approved by the PACOG Board.

RECOMMENDATION:
Approval of the Ordinance.
