AN ORDINANCE APPROVING AN AMENDMENT TO THE
COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY
OF PUEBLO AND THE PUEBLO ASSOCIATION OF
GOVERNMENT EMPLOYEES RELATING TO SALARY
CLASSIFICATION AND PAY RANGE ADJUSTMENTS AND
INCREASES FOR EIGHT SPECIFIED AND ENUMERATED
CLASSIFICATIONS
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Amendment to the Collective Bargaining Agreement between the City of Pueblo and
the Pueblo Association of Government Employees, a copy of which is attached hereto, having
been approved as to form by the City Attorney, is hereby approved and enacted as an
Ordinance
SECTION 2.
The Mayor is authorized to execute and deliver the Amendment in the name of the City
and the City Clerk is directed to affix the seal of the City thereto and attest same
SECTION 3.
The officers of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance to effectuate the policies and procedures described
herein
SECTION 4.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council

Final adoption of Ordinance by City Council on October 23, 2023.

PUEBLO AND THE PUEBLO ASSOCIATION OF GOVERNMENT
EMPLOYEES RELATING TO SALARY CLASSIFICATION AND PAY
RANGE ADJUSTMENTS AND INCREASES FOR EIGHT SPECIFIED
AND ENUMERATED CLASSIFICATIONS
SUMMARY:
Attached is a proposed Ordinance which would approve an amendment to the City’s Collective
Bargaining Agreement with the Pueblo Association of Government Employees. The amendment
provides for salary classification and pay range adjustments and increases for eight
classifications beginning January 1, 2024.
PREVIOUS COUNCIL ACTION:
Pursuant to Ordinance No.10212 approved June 27, 2022, the City entered into a collective
bargain agreement (“Agreement”) with the Union for calendar year 2023. The Agreement
granted the City the option to extend the Agreement for two successive one-year terms.
Pursuant to Ordinance No. 10416 approved March 13, 2023, the parties extended the
Agreement, and as extended, the Agreement provided for a wage increase of 5.3% according to
the calculation within the Agreement, which reflects the Consumer Price Index for wage earners
in the Denver area regionally adjusted by the difference in the cost-of-living between Pueblo and
the Denver area.
BACKGROUND:
The City and the Union have been working cooperatively to make positive amendments to the
Agreement based on some unintended internal equity issues caused by specific classification
salary adjustments accomplished in 2023 when the current Agreement was first implemented.
The proposed Amendment reflects some of these needed adjustments. The Amendment
provides for following salary classification and pay range adjustments and increases (“2024 Class
Adjustments”) beginning January 1, 2024:

The 2024 Class Adjustments include the 5.3% wage increase for the 2024 extended term, and no
additional wage increases for calendar year 2024 are provided under Section 15.1 for the above
referenced classes other than as set forth in the 2024 Class Adjustments.
FINANCIAL IMPLICATIONS:
The total estimated cost to amend the salary schedules of the classifications noted above within
the agreement for FY 2024 is approximately $28,742.91.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
Pueblo Association of Government Employees has agreed to and is supportive of the
amendments to the Agreement.
ALTERNATIVES:
Retain the current Agreement and all terms as approved via Ordinance No. 10416 on March 13,
2023.
RECOMMENDATION:
Approval of the Ordinance.
