AN ORDINANCE APPROVING AN AGREEMENT FOR THE
PURCHASE AND SALE OF REAL PROPERTY KNOWN AS
LOTS 8 & 9 BLK 70 MATTICE & GIBSON AD, AND LOT 19 BLK
71 MATTICE & GIBSON AD BETWEEN THE CITY OF PUEBLO,
A COLORADO MUNICIPAL CORPORATION AND MR. FRED F.
JONES AND MRS. MELVA JEAN JONES AND AUTHORIZING
THE MAYOR TO EXECUTE THE SAME
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Agreement of Purchase and Sale of Real Property between the City of Pueblo, a
municipal corporation and Fred F. Jones and Melva Jean Jones, attached hereto, is hereby
approved.
SECTION 2.
The Mayor, after approval as to the form of the Agreement by the Department of Law, is
hereby authorized to execute said Agreement for and on behalf of the City and the City Clerk is
authorized to affix the seal of the City thereto and attest same.
SECTION 3.
Funds for this Agreement shall be paid from 2023 allocated and available Pueblo Police
Department Budget.
SECTION 4.
The officers and staff of the City are authorized to perform any and all acts consistent
with this Ordinance and the attached Agreement to implement the policies and procedures
described therein.
SECTION 5.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

Final adoption of Ordinance by City Council on October 23, 2023.

SUMMARY:
This Ordinance approves a Agreement for the Purchase and Sale of Real Property
between the City of Pueblo and Fred F. Jones and Melva Jean Jones for property
adjacent to and surrounded by the City of Pueblo Police Department’s firearms training
facilities.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The Pueblo Police Department has been using the property located at 900 Gruma since
the mid 1980’s for firearms training. Mr. and Mrs. Jones currently own two parcels of
land that are land locked by the Pueblo Police Department’s firearms training facilities.
Due to access and safety concerns for training activities, the Police Department has
determined it is in the best interest of the City to acquire these parcels of land from Mr.
and Mrs. Jones. Mr. and Mrs. Jones have agreed to sell both these parcels to the City
of Pueblo for a total of $20,000.
The purchase of this land will enable the Pueblo Police Department Firearms Training
facility to expand the area in which they train, provide additional parking spaces for
officers using the facility, and allow for additional access controls on the property.
FINANCIAL IMPLICATIONS:
The cost of these two parcels will be $20,000. This amount has been budgeted within
the Police Department’s 2023 budget.
BOARD/COMMISSION RECOMMENDATION:
Not applicable to this Ordinance.
STAKEHOLDER PROCESS:
Not applicable to this Ordinance.
ALTERNATIVES:
City Council could choose to reject this Ordinance. If the City Council does not pass this
Ordinance the City will be unable ensure the safe access to the Police Firearms
Training Facility.
RECOMMENDATION:
Passage of the Ordinance.
