Gradisar VIA: Marisa Stoller, City Clerk FROM: Sarah Martinez, Councilor SUBJECT: A RESOLUTION AUTHORIZING PAYMENT FROM THE COUNCIL CONTINGENCIES ACCOUNT IN THE 2023 GENERAL FUND BUDGET TO PUEBLO FRIENDS OF THE ARKANSAS RIVER IN THE AMOUNT OF $1,000 TO SPONSOR THE YOU DON'T STAND ALONE SCULPTURE SUMMARY: Attached for consideration is a request for support of the You Don't Stand Alone sculpture, fiscally sponsored by Pueblo Friends of the Arkansas River, in the amount of $1,000 to sponsor a sculpture on the Pueblo Levee north of Dutch Clark Stadium. PREVIOUS COUNCIL ACTION: None BACKGROUND: After the tragic loss of Erric "Mikey" Lopez, friends and family faced continuous road blocks with accessing mental health resources. Because of these heartbreaking difficulties, we have formed the “Erric’s Promise” committee to address these challenges and ensure that no one stands alone when in crisis. Michael D. Montoya, a Central High School Senior, reached out with an idea to build a sculpture to bring awareness to mental health and suicide prevention. In August, the committee connected with renowned local sculptor, Eric McCue, and are working together with friends, family, and community members to design and place a sculpture on the Pueblo Levee north of Dutch Clark Stadium to remind us all that we don't stand alone. Since its inception in June 2023, the committee has participated in various community events, organized fundraising activities, and we meet regularly to plan next steps. Members of the committee include many teens and young adults, and the adult mentors are committed to elevating the voices and ideas of the younger members by giving them leadership roles, supporting their suggestions, and finding ways to connect them with resources that will help them to be successful with fundraising, creating community awareness and building the sculpture. Eric McCue, Michael D. Montoya, and other young welders are creating a 6-7 foot metal sculpture of a football player fixed to a concrete pad on the Pueblo Levee north of Dutch Clark Stadium just above the Central mascot. The sculpture will include a plaque with a QR code with additional information about Erric’s Promise and resources for mental health and suicide prevention. The goal is to create a place where people can reflect and be at peace, while also having access to additional resources. The sculpture has been approved by the Conservancy Board, and the plan is to have the sculpture built and placed by the end of 2023. FINANCIAL IMPLICATIONS: Funds in the amount of $1,000 would be paid from the Council Contingencies Account in the 2023 General Fund Budget to Pueblo Friends of the Arkansas River. BOARD/COMMISSION RECOMMENDATION: N/A STAKEHOLDER PROCESS: N/A ALTERNATIVES: City Council could choose not to authorize funding for this purpose. RECOMMENDATION: This Resolution is at the request of Council Member Sarah Martinez. ATTACHMENTS: 1. Request for funding - You Don't stand Alone Sculpture 2.
