A RESOLUTION AWARDING A CONSTRUCTION CONTRACT
IN THE AMOUNT OF $296,381.97 TO REBUILD-IT, A SENTRY
EQUIPMENT COMPANY., FOR PROJECT NO. 23-102
(WW2002) & (WWAN04) FY2023 GRAVITY THICKENER
REHABILITATION PROJECT AT THE JAMES R. DIIORIO
WATER RECLAMATION FACILITY, SETTING FORTH
$29,638.20 FOR CONTINGENCIES AND AUTHORIZING THE
PURCHASING AGENT TO EXECUTE SAME.
WHEREAS, competitive bids for Project No. 23-102 (WW2002) & (WWAN04) FY2023
Gravity Thickener Rehabilitation Project at the James R. DiIorio Water Reclamation Facility
have been received and examined; and
WHEREAS, the proposal of Rebuild-it a Sentry Equipment Company., was the lowest of
those bids determined to be responsive; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
A contract for Project No. 23-102 (WW2002) & (WWAN04) FY2023 Gravity Thickener
Rehabilitation Project at the James R. DiIorio Water Reclamation Facility is hereby awarded to
said bidder, in the amount of $296,381.97.
SECTION 2.
All remaining funds for Project 23-102 (WW2002) & (WWAN04) shall be from the Sewer
User Funds.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo,
A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the
same.
SECTION 4.
In addition to the amount of the bid set forth, as aforementioned, an additional amount
as stipulated in this section is hereby established for contingencies and additional work.
Contingencies and Additional Work………$29,638.20
SECTION 5.
The officers and staff of the City are authorized to perform any and all acts consistent
with the intent of this Resolution and the contract to effectuate the transactions described
therein.
SECTION 6.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
This resolution awards a construction contract to Rebuild-it, a Sentry Equipment
Company, for Project No. 23-102 (WW2002) & (WWAN04) FY2023 Gravity Thickener
Rehabilitation Project at the James R. DiIorio Water Reclamation Facility.
PREVIOUS COUNCIL ACTION:
None
BACKGROUND:
The James R. DiIorio Water Reclamation Facility treats all the wastewater for the City
of Pueblo. The gravity thickener receives solids from the two primary clarifiers. The
solids are thickened before being transferred into the digesters. This process is done
mechanically with a drive in the middle that turns the rake arms to gather the solids at
the bottom of the thickener. The drive seal has failed, and no oil can be held in the
reservoir. The mechanical components have bent and will no longer track true around
the tank, creating a problem with the movement of the arms.
FINANCIAL IMPLICATIONS:
The cost of the construction project was bid at $296,381.97 with contingencies of
$29,638.20 Funds are available from the Sewer User Fund and appropriated to Project
No. 23-102 (WW2002) & (WWAN04).

ALTERNATIVES:
Alternative No. 1 - No Action
If no upgrades are performed on the gravity thickener mechanical drive and
components, the condition of the equipment would continue to deteriorate until an
emergency repair is required at a higher cost than a planned project. The James R.
DiIorio Water Reclamation Facility would also risk violating its discharge permit if the
equipment is not upgraded, and an outage were to happen.
RECOMMENDATION:
