A RESOLUTION TRANSFERRING FUNDS IN THE AMOUNT OF
$10,000 FROM THE "2023" PUBLIC WORKS OPERATING
BUDGET FOR CONTRACT SERVICES, APPROVING
AMENDMENT NO. 1 TO THE AGREEMENT FOR
PROFESSIONAL ENGINEERING SERVICES IN THE AMOUNT
OF $7,700 BETWEEN THE CITY OF PUEBLO, A COLORADO
MUNICIPAL CORPORATION, AND NORTHSTAR
ENGINEERING AND SURVEYING, INC., FOR PROJECT NO.
22A-039 ENGINEERING AND SURVEYING SERVICES FOR
PLATTING OF FIRE STATION NO. 8 PROJECT, AND
AUTHORIZING THE PURCHASING AGENT TO EXECUTE
SAME.
WHEREAS, Project No. 22a-039, Engineering and Surveying Services was awarded to
NorthStar Engineering and Surveying, Inc., on November 30, 2022, and,
WHEREAS, the City of Pueblo and NorthStar Engineering and Surveying, Inc., desire to
modify the Agreement for additional services; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
Funds in the amount of $10,000.00 shall be transferred from the "2023" Public Works
Operating Budget, Contract Services, to account Project No. CI2205, Fire Stations 6, 8 and 11
Project.
SECTION 2.
The Amendment, by and between the City of Pueblo, a Municipal Corporation, and
NorthStar Engineering and Surveying, Inc., a Colorado Corporation, a copy of which is attached
hereto, having been approved as to form by the City Attorney, is hereby approved, and City
Council authorizes the additional work contemplated by the Amendment to be performed in the
amount of $7,700.00.
SECTION 3.
Funds in the amount of $7,700.00 for said shall be paid from account Project No. CI2205
– Fire Stations 6, 8 and 11 Project.
SECTION 4.
The Purchasing Agent is hereby authorized to execute said Amendment on behalf of the
City of Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the seal of the
City thereto and attest same.
SECTION 5.
The officers of the City are authorized to perform any and all acts consistent with this
Resolution and the attached Amendment to implement the policies and procedures described
herein.
SECTION 6.
This Resolution shall become effective immediately upon passage and approval.

ENGINEERING AND SURVEYING SERVICES FOR PLATTING OF FIRE
STATION NO. 8 PROJECT, AND AUTHORIZING THE PURCHASING
AGENT TO EXECUTE SAME.
SUMMARY:
This Resolution transfers $10,000.00 from the "2023" Public Works Operating Budget
for Contract Services, approves Contract Amendment No. 1 to the Agreement for
Professional Engineering Services awarded to NorthStar Engineering and Surveying,
Inc., in the amount of $7,700.00 for Project No. 22a-039 Engineering and Surveying
Services for Platting of Fire Station No. 8 Project.
PREVIOUS COUNCIL ACTION:
Resolution 15043, dated November 14, 2022, awarded an Agreement for Professional
Engineering Services to NorthStar Engineering and Surveying, Inc., for $9,900.00.
BACKGROUND:
Northstar Engineering and Surveying, Inc., is part of the Fire Station design team, as a
subconsultant to Allred and Associates. Northstar was retained by Allred and
Associates to complete the engineering and surveying of the future sites of Fire
Stations 6, 8 and 11. The use of Northstar Engineering and Surveying has been
determined to be most advantageous to the City of Pueblo per 1-10-04 as it was bid out
consistent with purchasing policy as the sole source based on the fact that Northstar is
the only vendor that can provide this service because of the uniqueness of the situation.
The proposed Amendment No. 1 provides for a modification to the original agreement
for additional services for a rearrangement of property boundaries for Fire Station No.
6, design of the water line extension for Fire Station 8 and additional topographic
survey for Fire Station 8. This Resolution transfers the funds from the Public Works
operating budget for contract services.
FINANCIAL IMPLICATIONS:
Funds in the amount of $10,000.00 shall be transferred from the "2023" Public Works
operating budget for contract services to Fire Stations 6, 8 and 11 account Project No.
CI2205.
Funding in the amount of $7,700.00 will be paid from account CI2205, Fire Stations 6, 8
and 11 Project.

ALTERNATIVES:
Denial of this Resolution will result in the cancellation of additional services.
RECOMMENDATION:
Approval of the Resolution.
