AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5,
OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING
TO THE FY 2023 CLASSIFICATION AND PAY PLAN BY
ESTABLISHING THE PAY SCALE FOR CONSTRUCTION
MANAGER AND ABOLISHING THE PAY SCALE FOR CIVIL
ENGINEER-CONSTRUCTION
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Section 6-5-16 of the Pueblo Municipal Code referencing the Fiscal Year 2023 pay scale
for the classification of Construction Manager is established and enacted as follows:
6-5-16. Schedule, classification, work week and monthly salary.
The following shall constitute:
B. The monthly pay range for the classification of Construction Manager
SECTION 2.
Section 6-5-16 of the Pueblo Municipal Code referencing the Fiscal Year 2023 pay scale
for the classification of Civil Engineer/Construction is abolished as follows:
SECTION 3.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance to implement all transactions described therein.
SECTION 4.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

Final adoption of Ordinance by City Council on August 28, 2023.

SUBJECT: AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF

2023 CLASSIFICATION AND PAY PLAN BY ESTABLISHING THE PAY
SCALE FOR CONSTRUCTION MANAGER AND ABOLISHING THE PAY
SCALE FOR CIVIL ENGINEER-CONSTRUCTION
SUMMARY:
Attached for consideration is an amended Pay Plan Ordinance which reflects the
addition of the pay rate and salary schedule for the classification of Construction
Manager. The position will be funded by the Public Works Department using General
Fund dollars.
Further, this ordinance will abolish the pay scale for the Civil Engineer/Construction
classification as this classification will be replaced by the Construction Manager
classification.
PREVIOUS COUNCIL ACTION:
On December 27, 2022, Ordinance No.10365 was approved by the City Council. This
Ordinance provided the classification and pay plan for fiscal year 2023.
BACKGROUND:
The Public Works Department requests to convert an existing, vacant Civil Engineer-
Construction position within the Public Works Engineering Division to a new
classification of Construction Manager.
The Public Works Department requires the services of a professional construction
manager to lead the construction management team within the Engineering Division.
That team includes the City's Associate Field Engineers and Construction Inspectors
who are responsible for day-to-day oversight of City construction projects and
inspection/acceptance of public improvements constructed by private developers and
builders.
The proposed Construction Manager position is being converted from the existing Civil
Engineer/Construction position which currently requires the incumbent to be a licensed
professional engineer (PE). The Engineering Division already has three other positions
that require the incumbent to be licensed - the Engineering Manager, the Deputy
Director, and the Director of Public Works.
This position will be a classified position within the City and subject to all Civil Service
rules with respect to hiring and will be a Class B Administrative classification not within
a bargaining unit.

None.

ALTERNATIVES:
The suggested change establishes the 2023 salary range for the classification of
Construction Manager. If this ordinance is not approved, no salary range will be
associated with the classification and the position cannot be filled.
RECOMMENDATION:
Approval of this Ordinance.
