HomeMy WebLinkAbout10534ORDINANCE NO. 10534 AN ORDINANCE APPROVING A PROFESSIONAL ENGINEERING SERVICES AGREEMENT BETWEEN THE CITY OF PUEBLO, A COLORADO MUNICIPAL CORPORATION, AND DIBBLE AND ASSOCIATES CONSULTING ENGINEERS, INC., FOR THE CONSTRUCTION ADMINISTRATION FOR THE REHABILITATION OF RUNWAY 8R/26L AND TAXIWAY A2 REMOVAL (PHASE 2 – CONSTRUCTION) PROJECT, AND AUTHORIZING THE MAYOR TO EXECUTE SAME WHEREAS, Dibble & Associates as the Airport’s contracted engineering consulting firm provided a proposal for construction administration services for the rehabilitation of Runway 8R/26L and Taxiway A2 Removal (Phase 2 – Construction) project; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Agreement for Professional Engineering Services (“Professional Services Agreement”), a copy of which is attached hereto and made part hereof by reference, by and between the City of Pueblo, a Municipal Corporation, and Dibble and Associates Consulting Engineers, Inc., an Arizona Corporation, to provide engineering construction administration services for the rehabilitation of Runway 8R/26L and Taxiway A2 Removal (Phase 2 – Construction) at Pueblo Memorial Airport, after having been approved as to form by the City Attorney, is hereby approved. SECTION 2. The Mayor is hereby authorized to execute the Professional Services Agreement for and on behalf of the City, and the City Clerk is authorized to affix the seal of the City thereto and attest same. Where authorized pursuant to §1-4-3, P.M.C., the Mayor may execute the Professional Services Agreement by electronic signature, and such electronic signature shall be attributable to the Mayor and the City of Pueblo. SECTION 3. The officers and staff of the City are authorized to perform any and all acts consistent with this Ordinance to implement the policies and procedures described herein. SECTION 4. This Ordinance shall become effective on the date of final action by the Mayor and City Council. Gradisar VIA: Marisa Stoller, City Clerk FROM: Greg Pedroza, Director Aviation SUBJECT: AN ORDINANCE APPROVING A PROFESSIONAL ENGINEERING SERVICES AGREEMENT BETWEEN THE CITY OF PUEBLO, A COLORADO MUNICIPAL CORPORATION, AND DIBBLE AND ASSOCIATES CONSULTING ENGINEERS, INC., FOR THE CONSTRUCTION ADMINISTRATION FOR THE REHABILITATION OF RUNWAY 8R/26L AND TAXIWAY A2 REMOVAL (PHASE 2 – CONSTRUCTION) PROJECT, AND AUTHORIZING THE MAYOR TO EXECUTE SAME SUMMARY: This Ordinance will approve a Professional Engineering Services Agreement between the City of Pueblo, a municipal corporation, and Dibble and Associates Consulting Engineers, Inc., for the construction administration for the rehabilitation of Runway 8R/26L and Taxiway A2 Removal (Phase 2 – Construction) project. PREVIOUS COUNCIL ACTION: Ordinance No. 10242, adopted by City Council on August 8, 2022, accepted FAA grant funds, established Project No. AP2205 - Rehab of Runway 8R-26L Design and Construction for the initial design phase, and approved a Professional Engineering Services agreement for the initial design. Ordinance No. 10253, adopted by City Council on August 24, 2022, accepted CDOT grant funds for costs related to the initial design. Ordinance No. 10353, adopted by City Council on December 27, 2022, approved an amendment to the Professional Engineering Services agreement for additional design work to be completed to replace the Airfield Lighting Control and Monitoring System. Ordinance No. 10486, adopted by City Council on June 26, 2023, accepted CDOT grand funds for costs related to project construction. Ordinance No. 10508, adopted by City Council on July 24, 2023, accepted FAA grant funds for costs related to Airfield Lighting Control and Monitoring System replacement. BACKGROUND: The Colorado Department of Transportation (CDOT) conducted a pavement condition assessment of this Runway, and it was determined that the pavement needs rehabilitation. This project is on the Capital Improvement Plan schedule for 2022, approved by both the FAA and CDOT for Entitlement Fund use. Dibble and Associates Consulting Engineers, Inc., is the Pueblo Memorial Airport’s contracted engineering consultants and submitted a proposal for construction administration for the runway rehabilitation project (Phase 2 – Construction). FINANCIAL IMPLICATIONS: The total cost for construction administration is $666,919.42, 97.5% of which will be reimbursed through FAA and CDOT grants. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Ordinance. STAKEHOLDER PROCESS: Not applicable to this Ordinance. ALTERNATIVES: If this Ordinance is not approved, the Professional Engineering Services Agreement will not be approved, and the project will not occur. RECOMMENDATION: Approve the Ordinance.
