HomeMy WebLinkAbout15346RESOLUTION NO. 15346 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $9,730,246.03 TO PYRAMID CONSTRUCTION, INC., FOR PROJECT NO. 23-028 RUNWAY 8R-26L PAVEMENT REHABILITATION AND TAXIWAY A2 REMOVAL AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME WHEREAS, competitive bids for the Project No. 23-028 Runway 8R-26L Pavement Rehabilitation and Taxiway A2 Removal have been received and examined; and WHEREAS, the proposal of Pyramid Construction, Inc., was the lowest of those bids determined to be responsive, and the Committee of Awards recommends to the City Council that it authorize Project No. 23-028 to be performed; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. City Council authorizes Project No. 23-028 Runway 8R-26L Pavement Rehabilitation and Taxiway A2 Removal to be performed, and the contract for said project is hereby awarded to Pyramid Construction, Inc., in the amount of $9,730,246.03. SECTION 2. Funds for Project No. 23-028 shall be from Project No. AP2205 - Rehab Runway 8R-26L Design and Construction. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest same. SECTION 4. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of this Resolution and the contract to implement the transactions described therein. SECTION 5. This Resolution shall become effective immediately upon passage and approval. Gradisar VIA: Marisa Stoller, City Clerk FROM: Greg Pedroza, Director Aviation SUBJECT: A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $9,730,246.03 TO PYRAMID CONSTRUCTION, INC., FOR PROJECT NO. 23-028 RUNWAY 8R-26L PAVEMENT REHABILITATION AND TAXIWAY A2 REMOVAL AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME SUMMARY: This Resolution will award a construction contract to Pyramid Construction, Inc., for Project No. 23-028 Runway 8R-26L Pavement Rehabilitation and Taxiway A2 Removal. PREVIOUS COUNCIL ACTION: Ordinance No. 10242, adopted by City Council on August 8, 2022, accepted FAA grant funds, established Project No. AP2205 - Rehab of Runway 8R-26L Design and Construction for the initial design phase, and approved a Professional Engineering Services agreement for the initial design. Ordinance No. 10253, adopted by City Council on August 24, 2022, accepted CDOT grant funds for costs related to the initial design. Ordinance No. 10353, adopted by City Council on December 27, 2022, approved an amendment to the Professional Engineering Services agreement for additional design work to be completed to replace the Airfield Lighting Control and Monitoring System. Ordinance No. 10486, adopted by City Council on June 26, 2023, accepted CDOT grand funds for costs related to project construction. Ordinance No. 10508, adopted by City Council on July 24, 2023, accepted FAA grant funds for costs related to Airfield Lighting Control and Monitoring System replacement. BACKGROUND: The Colorado Department of Transportation (CDOT) conducted a pavement condition assessment of this Runway, and it was determined that the pavement needs rehabilitation. This project is on the Capital Improvement Plan schedule for 2022, approved by both the FAA and CDOT for Entitlement Fund use. The City of Pueblo solicited bids for Project No. 23-028 Runway 8R-26L Pavement Rehabilitation and Taxiway A2 Removal. Pyramid Construction, Inc., was the lowest of those bids determined to be responsive. FINANCIAL IMPLICATIONS: Funding in the amount of $9,730,246.03 will be paid from Project No. AP2205 - Rehab Runway 8R-26L Design and Construction. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Resolution. STAKEHOLDER PROCESS: Not applicable to this Resolution. ALTERNATIVES: If this Resolution is not approved, the construction contract will not be awarded, and the project will not occur. RECOMMENDATION: Approval of the Resolution.
