The street known as Sunflower Drive is hereby changed to Winecup Drive. SECTION 2. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of the Ordinance to implement the policies and procedures described herein. SECTION 3. This Ordinance shall become effective immediately upon final action by the Mayor and City Council. Gradisar VIA: Marisa Stoller, City Clerk FROM: Scott Hobson, Acting Director Planning and Community Development SUBJECT: AN ORDINANCE CHANGING THE STREET NAME OF SUNFLOWER DRIVE TO WINECUP DRIVE SUMMARY: The applicant is requesting to change the name of Sunflower Drive to Winecup Drive. The street name of Sunflower Drive is a duplicate of a Pueblo County Road, Sunflower Lane. PREVIOUS COUNCIL ACTION: None. BACKGROUND: Sunflower Drive is located in the City of Pueblo, University Park Subdivision, Filing No. 5 recorded on August 3, 1977. The current right-of-way is 80 feet wide with the east lane approximately 114 feet long and the west lane approximately 92 feet long. The road currently runs southeast out of the University Park Subdivision and will be extended into the proposed DFB Subdivision, Special Area Plan, as identified in the PACOG Long Range Transportation Plan. No residences or other structures are currently addressed on Sunflower Drive. Sunflower Lane is a Pueblo County Road established by the Hatchet Ranch Phase 3 A and B subdivisions, which is located south of the City. Sunflower Lane has at least three residential properties addressed on the street. The City of Pueblo Transportation (DOT) and Geographic Information Systems (GIS) Departments have proposed the name change to reduce confusion for travelers, commercial deliveries, and first responders. According to DOT and GIS, Sunflower Drive is only a short stub in the City with no buildings addressed on it, therefore no residents or businesses will have to change their address. The proposed name change is occurring at this time because the proposed DFB Subdivision will extend the right of way, that was originally named Sunflower Drive, south to the southern boundary of the subdivision and eventually to Desert Flower Drive, when the land south of DFB Subdivision is developed. DOT and GIS are requesting the name change occur prior to structures being addressed on the street. The Pueblo Regional Building Department agrees with the name change to minimize confusion for travelers, commercial deliveries, and first responders. The name 'Winecup' was chosen by the prospective developer of the DFB Subdivision and fits with the native flower-themed street names in the University Park neighborhood. FINANCIAL IMPLICATIONS: There are no financial implications for the City. BOARD/COMMISSION RECOMMENDATION: The Planning and Zoning Commission, at their June 14th, 2023 Regular Meeting, voted 7-0 to recommend approval. STAKEHOLDER PROCESS: The Planning Department sent out Notice of the Planning and Zoning Commission Public Hearing to all property owners located within 300 feet of the subject property. A Public Notice poster was placed on the subject property 15 days prior to the Public Hearing. ALTERNATIVES: If City Council does not approve this Ordinance, the current street name would remain.
