HomeMy WebLinkAbout15310RESOLUTION NO. 15310 A RESOLUTION AUTHORIZING PAYMENT IN THE AMOUNT OF UP TO ONE HUNDRED THIRTEEN THOUSAND, ONE HUNDRED AND NINETY DOLLARS ($113,190) FROM PROJECT CI2113 - AMERICAN RESCUE PLAN ACT FOR THE PURPOSE OF GRANTING A ONE-TIME $10,000 RETENTION BONUS TO EXISTING SWORN POLICE COMMAND STAFF MEMBERS AS AUTHORIZED BY SECTION 603(C)(1)(C) OF THE AMERICAN RESCUE PLAN ACT AND U.S. TREASURY FINAL RULE 31 CFR 35. BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. The transfer of funds in the amount of up to $113,190 is hereby authorized from Project CI2113 - American Rescue Plan Act for the purpose of granting a one-time $10,000 retention bonus to police department sworn command staff members, specifically Police Captains, Police Deputy Chiefs and the Police Chief actively employed on July 31, 2023. SECTION 2. The officers of the City are authorized and directed to perform any and all acts consistent with the intent of this Resolution to implement the policies and procedures described herein. SECTION 3. This Resolution shall become effective immediately upon final passage. SUMMARY: This Resolution authorizes the transfer of funds in the amount of up to $113,190 for the purposes of granting a one-time $10,000 retention bonus to police department sworn command staff of the Pueblo Police Department, specifically Police Captains, Police Deputy Chiefs and Police Chief. This transfer is authorized by Section 603 (C)(1)(C) of the American Rescue Plan Act and U.S. Treasury Final Rule 31 CFR 35.6. PREVIOUS COUNCIL ACTION: On June 26, 2023, City Council passed Resolution No. 15291 authorizing retention bonuses for police department sworn line staff employees to be paid from American Rescue Plan Act funds in connection with an amendment to the collective bargaining agreement with IBPO #537. BACKGROUND: ARPA authorized a revenue replacement calculation that would allow state and local governments to use a portion of ARPA allocation for governmental services. The City of Pueblo has calculated its lost revenue as a result of the COVID-19 pandemic to be $10,000,000. The City requests to pay a retention bonus similarly granted line staff in the amount of Ten Thousand Dollars ($10,000), less applicable tax withholding to Police Captains, Police Deputy Chiefs and the Police Chief actively employed as of July 31, 2023. Payment of the bonus will be made on the date that the employee would normally receive the July monthly pay (July 31, 2023). Payment shall be from the ARPA lost revenue as a qualifying government service (public safety services). FINANCIAL IMPLICATIONS: Funding in the amount of up to $113,190 will be made available and will be paid out of Project CI2113 - American Rescue Plan Act. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. ALTERNATIVES: City Council could decide not to authorize ARPA funds for retention bonuses for police department sworn command staff members.
