SWERDFEGER CONSTRUCTION, INC., AND SETTING FORTH $117,324 FOR CONTINGENCIES, FOR PROJECT NO. 23-090 (WWAN05) 2023 MANHOLE REHABILITATION PROJECT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, only one bid for PROJECT NO. 23-090 (WWAN05), FY2023 Manhole Rehabilitation Project has been received and examined; and WHEREAS, the proposal of K.R. Swerdfeger Construction, Inc. of Pueblo, Colorado was the only bid determined to be responsible, and the Committee of Awards recommends to the City Council that it authorize PROJECT NO. 23-090 (WWAN05) to be performed; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. City Council authorizes PROJECT NO. 23-090 (WWAN05), FY2023 Manhole Rehabilitation Project, to be performed, and the contract for said project is hereby awarded to said bidder in the amount of $586,620.00. SECTION 2. Funds for PROJECT NO. 23-090 (WWAN05) shall be from Sewer User Funds. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. In addition to the amount of the bid set forth, as aforementioned, an additional amount as stipulated in this section is hereby established for contingencies and additional work. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the contract to implement the transactions described therein. SWERDFEGER CONSTRUCTION, INC., AND SETTING FORTH $117,324 FOR CONTINGENCIES, FOR PROJECT NO. 23-090 (WWAN05) 2023 MANHOLE REHABILITATION PROJECT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME SUMMARY: During routine maintenance on the sanitary mains by the collection crew, an evaluation of the manholes is also performed to determine the severity of deterioration. The manholes are ranked using the National Association of Sewer Service Companies (NASSCO) evaluation criteria – the higher the ranking, the worse the deterioration. Manholes for the 23-090 (WWAN05) FY2023 Manhole Rehabilitation Project had to meet the requirement of being the highest ranking on the manhole evaluation list. To protect the public interest, these manholes require rehabilitation. Manholes will be rehabilitated by rebuilding the wall thickness with a cementitious material and sealing with an epoxy coating or, in more severe cases, being removed, replaced and epoxy coated. Also, backfilling of the holes around several manholes resulting from washed away adjacent soil will be performed under this project. PREVIOUS COUNCIL ACTION: None BACKGROUND: During routine inspection of the sanitary mains, an evaluation of the manholes, manhole benches and troughs are performed to determine the severity of deterioration in the manhole structures and to prioritize them accordingly. The manholes chosen for the 23-090 (WWAN05) FY2023 Manhole Rehabilitation Project had the highest ranking for rehabilitation. The existing manholes will be rehabilitated with calcium aluminate and epoxy coating and manhole benches and troughs will be rebuilt with fast-setting cementitious material to maintain the intended function of the sewer system and secure a continuous service to the public. Also, imported backfill material will be placed around several manholes to fill the holes resulting from washed away soil. FINANCIAL IMPLICATIONS: The cost of the construction project was bid at $586,620.00 with contingencies of $117,324. Funds are available from the Sewer User Funds and have been budgeted and appropriated to Project No. 23-090 (WWAN05). BOARD/COMMISSION RECOMMENDATION: Not applicable STAKEHOLDER PROCESS: None ALTERNATIVES: Alternative No. 1 – No Action The Wastewater Department would take no action. The manholes would continue to deteriorate until they eventually collapse warranting an emergency repair and possibly endangering the public.
