HomeMy WebLinkAbout10501ORDINANCE NO. 10501 AN ORDINANCE ESTABLISHING PROJECT PL2304, BESSEMER COMMERCE REVITALIZATION PROJECT, ACCEPTING A SMALL DOLLAR GRANT FROM THE COLORADO DEPARTMENT OF TRANSPORTATION, IN THE AMOUNT OF $222,750, TRANSFERRING $22,275 FROM CI2204 TO PL2304, BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $245,025, AND AUTHORIZING THE MAYOR TO EXECUTE SAME BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Bessemer Commerce Revitalization Project PL2304, is hereby established. SECTION 2. Purchase Order No. 411035419 issued by the State of Colorado by and through the Colorado Department of Transportation dated June 1, 2023 and the associated terms and conditions attached hereto are hereby approved. The Mayor is authorized to execute said Purchase Order for and on behalf of the City, and the City Clerk is authorized to affix the seal of the City thereto and attest same. SECTION 3. Funds in the amount of 24,750 are hereby transferred from Project No. CI2204 to Project PL2304. SECTION 4. Funds in the amount of $247,500 are hereby budgeted and appropriated for the Bessemer Commerce Revitalization Project. SECTION 5. The officers of the City are authorized to perform any and all acts consistent with this Ordinance and Purchase Order to implement the policies and procedures described herein. SECTION 6. This Ordinance shall become effective on the date of final action by the Mayor and City Council. Action by City Council: Introduced and initial adoption of Ordinance by City Council on June 26, 2023. Gradisar VIA: Marisa Stoller, City Clerk FROM: Andrew Hayes, Public Works Director SUBJECT: AN ORDINANCE ESTABLISHING PROJECT PL2304, BESSEMER COMMERCE REVITALIZATION PROJECT, ACCEPTING A SMALL DOLLAR GRANT FROM THE COLORADO DEPARTMENT OF TRANSPORTATION, IN THE AMOUNT OF $222,750, TRANSFERRING $22,275 FROM CI2204 TO PL2304, BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $245,025, AND AUTHORIZING THE MAYOR TO EXECUTE SAME SUMMARY: This Ordinance establishes project PL2304 for Bessemer Commerce Revitalization, approves a purchase order for funding in the amount of $222,750 from the State of Colorado, Colorado Department of Transportation (CDOT); transfers funds in the amount of $22,275, and budgets and appropriates funds totaling $247,500 into Project No. PL2304 - Bessemer Commerce Revitalization. PREVIOUS COUNCIL ACTION: None BACKGROUND: The City applied for and was awarded a grant to upgrade the pedestrian street lighting along the Northern Avenue corridor from Orman Ave. to I-25. This Ordinance establishes the Bessemer Commerce Revitalization Project PL2304, transfers the City's required 10% match (in the amount of $22,275.00) into the new project account, and accepts the grant purchase order from CDOT. Bessemer was the first city in Southern Colorado to have electric streetlights installed. Emphasis was placed on the artistic, “handsome” design of lampposts, as described in the Pueblo Star Journal. The existing luminaires still contribute to the historical look of the neighborhood. Rehabilitating the bulbs, globes and poles of the pedestrian lighting on the Northern Avenue corridor will be a source of cultural as well as economic renewal for the commerce district and thus help support economic vitality while making the neighborhood more walkable for residents. The proposed project will upgrade pedestrian and street lighting along Northern Avenue through the Bessemer Commercial Corridor and installs a vinyl printed artistic wrap on a City-owned traffic control box at the intersection of Orman and Northern. FINANCIAL IMPLICATIONS: The matching funds in the amount of $22,275.00 are being transferred from Project No. CI2204 and budgeted and appropriated into Project No. PL2304. Funds that will be made available through the purchase order as well as the City match in the total amount of $245,025.00 shall be budgeted and appropriated into the newly-created project account. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. ALTERNATIVES: Currently, there are no alternatives for completing the improvements without the funding from the Revitalizing Main Streets (RMS) Opportunity 2: Small Multimodal and Economic Resiliency Grant.
