AN ORDINANCE APPROVING AND ACCEPTING A SUBGRANT
IN THE AMOUNT OF $55,000 FROM ONE COLORADO
EDUCATION FUND FOR THE PUEBLO FOOD PROJECT,
AUTHORIZING THE MAYOR TO SIGN THE GRANT
AGREEMENT, AND BUDGETING AND APPROPRIATING
$55,000 TO PROJECT NO. CI2213
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Memorandum of Understanding dated July 1, 2023 (“Agreement”) between the City
of Pueblo, a Municipal Corporation, by and through the Pueblo Food Project, and One Colorado
Education Fund, a copy of which is attached hereto, having been approved as to form by the
City Attorney, is hereby approved
SECTION 2.
The Mayor is hereby authorized to execute the Agreement on behalf of the City of
Pueblo, a Colorado Municipal Corporation, and the City Clerk is authorized to affix the seal of
the City thereto and attest the same.
SECTION 3.
Funds in the amount of $55,000.00 shall be accepted pursuant to the Agreement and
budgeted and appropriated to Project No. CI2213.
SECTION 4.
The officers and staff of the City are hereby authorized to perform any and all acts
consistent with this Ordinance and the attached Agreement to implement the transactions
described therein.
SECTION 5.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUBJECT: AN ORDINANCE APPROVING AND ACCEPTING A SUBGRANT IN
THE AMOUNT OF $55,000 FROM ONE COLORADO EDUCATION
FUND FOR THE PUEBLO FOOD PROJECT, AUTHORIZING THE
MAYOR TO SIGN THE GRANT AGREEMENT, AND BUDGETING AND
APPROPRIATING $55,000 TO PROJECT NO. CI2213
SUMMARY:
Attached is an Ordinance approving and accepting a grant in the amount of
$55,000.00 from One Colorado Education Fund to provide funds to continue food
systems work by the Pueblo Food Project through One Colorado’s subgrantee
program. This Ordinance budgets and appropriates the grant funds to Project No.
CI2213 and authorizes the Mayor to sign the Grant Agreement.
PREVIOUS COUNCIL ACTION:
City Council approved a similar grant with One Colorado Education Fund in 2022.
BACKGROUND:
The Pueblo Food Project (“PFP”) has been working in partnership with One
Colorado Education Fund as it worked to improve food access, health, and nutrition
for LGBTQ+ individuals in the community. One Colorado is a long-standing
LGBTQ+ organization in Colorado and has been charged with assisting food
initiatives in Pueblo County. Over the course of the last year, PFP and One
Colorado have been working together to solve issues in Pueblo’s food system.
Over the last few weeks One Colorado approached PFP with a subgrantee offer to
continue PFP’s regular work in food systems and to work with One Colorado to
increase outreach to the LGBTQ+ community.
FINANCIAL IMPLICATIONS:
There are no matching funds required for this grant. The City of Pueblo will receive
$55,000.00 for the Pueblo Food Project on an invoice and reimbursement basis.
The total grant budget for Project No. CI2213 will become $55,000.00.

Not applicable to this Ordinance.

Not applicable to this Ordinance.
ALTERNATIVES:
If the proposed Ordinance is not approved, the Pueblo Food Project will not receive
the grant funds.
RECOMMENDATION:
Approval of the Ordinance.
