HomeMy WebLinkAbout10472ORDINANCE NO. 10472 AN ORDINANCE APPROVING AND AUTHORIZING THE MAYOR TO SIGN A SUBRECIPIENT AGREEMENT BETWEEN THE CITY OF PUEBLO, A COLORADO MUNICIPAL CORPORATION AND PUEBLO SCHOOL DISTRICT NO. 60, A PUBLIC SCHOOL DISTRICT AND POLITICAL SUBDIVISION OF THE STATE OF COLORADO, AND AUTHORIZING THE PAYMENT OF AMOUNTS FROM FUND NO. 226 - OPIOID ABATEMENT SETTLEMENT, FOR PURPOSES THEREOF BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Subrecipient Agreement (“Agreement”) dated June 14, 2023, between the City of Pueblo, a Colorado municipal corporation, and Pueblo School District No. 60, a public school district and political subdivision of the State of Colorado, a copy of which is attached hereto, having been approved as to form by the City Attorney, is hereby approved. SECTION 2. The Mayor is hereby authorized to execute said Agreement for and on behalf of the City and the City Clerk is authorized to affix the seal of the City thereto and attest same. SECTION 3. Funds in an amount not to exceed $300,000.00, to be disbursed over the two (2) year term of the Agreement, are hereby authorized to be paid from Fund No. 226 - Opioid Abatement Settlement in accordance with the Agreement, for purposes of the Intervention Coordinator position. SECTION 4. The officers and staff of the City are authorized to perform any and all acts consistent with this Ordinance and the attached Agreement to implement the policies and procedures described herein. SECTION 5. This Ordinance shall become effective on the date of final action by the Mayor and City Council. Gradisar VIA: Marisa Stoller, City Clerk FROM: Marisa Stoller, City Clerk SUBJECT: AN ORDINANCE APPROVING AND AUTHORIZING THE MAYOR TO SIGN A SUBRECIPIENT AGREEMENT BETWEEN THE CITY OF PUEBLO, A COLORADO MUNICIPAL CORPORATION AND PUEBLO SCHOOL DISTRICT NO. 60, A PUBLIC SCHOOL DISTRICT AND POLITICAL SUBDIVISION OF THE STATE OF COLORADO, AND AUTHORIZING THE PAYMENT OF AMOUNTS FROM FUND NO. 226 - OPIOID ABATEMENT SETTLEMENT, FOR PURPOSES THEREOF SUMMARY: This agreement will distribute available amounts in Fund No. 226, not to exceed the maximum amount of $300,000 over the course of 2 years to Pueblo School District No. 60 to fund the hiring of an Intervention Coordinator to conduct school-based programs to prevent opioid and drug misuse and to conduct school and community education programs and campaigns. PREVIOUS COUNCIL ACTION: Council previously granted the Pueblo Department of Public Health & Environment (PDPHE) $55,000 from this fund for the implementation of a county-wide substance use plan and for facilitation of the Substance Use Response Ecosystem (SURE) program. BACKGROUND: In August 2021, the Colorado Attorney General announced a plan for distributing opioid settlement funds obtained from a number of settlements with major drug manufacturers and distributors. Mayor Gradisar chose to opt into receiving these settlement funds, and to opt out of putting the City of Pueblo's funds into a regional pot for broader use, electing to take the funds to ensure specific use within the City itself. Approximately $200,000 was received for Years 1 & 2 and about $100,000 is expected every year for the next 19 years. This amount could increase over the next several years. FINANCIAL IMPLICATIONS: Funding received directly from the Opioid Settlement will be used for this project; this program falls under proper intended use. BOARD/COMMISSION RECOMMENDATION: Not applicable to this ordinance. STAKEHOLDER PROCESS: Discussions between the City and District 60 took place to pinpoint the best method for targeting programs to youth for prevention education; this position was the outcome. ALTERNATIVES: Funding could be diverted elsewhere for other "Approved Purposes" in keeping with the possible uses for Opioid Abatement Settlement Funds. RECOMMENDATION: Passage of the Ordinance.
