HomeMy WebLinkAbout10493 ORDINANCE NO. 10493 AN ORDINANCE AMENDING ZONING RESTRICTIONS TO REZONE APPROXIMATELY 34.07-ACRES FROM S-1, GOVERNMENT USE ZONE DISTRICT TO I-2, INDUSTRIAL ZONE DISTRICT BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The zoning restrictions covering the following described property, and in addition half of all adjacent dedicated roadway and alley rights-of-way, together generally identified in the attached Rezone Exhibit, is hereby changed from S-1, Government Use Zone District to I-2, Industrial Zone District: LOT 69, PUEBLO MEMORIAL AIRPORT INDUSTRIAL PARK SUBDIVISION, COUNTY OF PUEBLO, STATE OF COLORADO SECTION 2. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of the Ordinance to implement the policies and procedures described herein. SECTION 3. This Ordinance shall become effective immediately upon final action by the Mayor and City Council. Gradisar VIA: Marisa Stoller, City Clerk FROM: Scott Hobson, Acting Director Planning and Community Development SUBJECT: AN ORDINANCE AMENDING ZONING RESTRICTIONS TO REZONE APPROXIMATELY 34.07-ACRES FROM S-1, GOVERNMENT USE ZONE DISTRICT TO I-2, INDUSTRIAL ZONE DISTRICT SUMMARY: The applicant is requesting to rezone approximately 34.07-acres from S-1, Government Use Zone District to I-2, Industrial Zone District to allow a large truck/trailer parking area for a distribution center operation. PREVIOUS COUNCIL ACTION: None. BACKGROUND: The parcel is located southeast of the Pueblo Memorial Airport and directly east of the Target Distribution Center warehouse south of United Avenue. The site is characterized by flat sagebrush prairie. The Target Distribution Center warehouse located directly to the west of this site is a critical multistate distribution center for the Target Corporation and as such is extremely busy. The large loading and parking area lot is generally at maximum capacity forcing semi-trucks to queue along United Avenue and use undeveloped dirt parcels as short-term parking. The applicant is requesting the rezoning of the adjacent 34-acre parcel to allow approximately 500 trailer stalls for their distribution operation. The applicant would develop the site in accordance with City regulations through the commercial site plan review process. The attached site plan shows the applicant’s intent to pave the parking spaces, provide for stormwater and the required landscaping. Future plans include connecting a paved access between the Target Distribution Center warehouse parcel to the west over a small arroyo to this parcel, as shown on the attached site plan. FINANCIAL IMPLICATIONS: There are no financial implications for the City. BOARD/COMMISSION RECOMMENDATION: The Planning and Zoning Commission, at their May 10, 2023 Regular Meeting, voted 6- 0 to recommend approval, Commissioner Martinez absent. STAKEHOLDER PROCESS: The Planning Department sent out Notice of the Planning and Zoning Commission Public Hearing to all property owners located within 300 feet of the subject property. A Public Notice poster was placed on the subject property 15 days prior to the Public Hearing. ALTERNATIVES: If City Council does not approve this Ordinance the property will not be zoned in accordance with the Pueblo Municipal Code. Upon request of City Council, the Ordinance could be returned to the Planning and Zoning Commission for consideration of proposed modifications. RECOMMENDATION: Approval of the Ordinance.
