AN ORDINANCE CHANGING CAPITAL PROJECT NO. CI2306 - ICE ARENA
RESTROOM EXPANSION TO CAPITAL PROJECT NO. CI2306 - ICE ARENA
RENOVATIONS
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Capital Project No. CI2306 – Ice Arena Restroom Expansion is hereby changed to
Capital Project No. CI2306 – Ice Arena Renovations, expanding the purpose of the project to
include all Ice Arena renovations, and is hereby approved.
SECTION 2.
The officers and staff of the City are authorized and directed to perform any and all acts
consistent with this Ordinance to implement the policies and procedures described herein.
SECTION 3.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.
Action by City Council:
Introduced and initial adoption of Ordinance by City Council on June 12, 2023.
Final adoption of Ordinance by City Council on June 26, 2023.

ARENA RESTROOM EXPANSION TO CAPITAL PROJECT NO. CI2306 -
ICE ARENA RENOVATIONS
SUMMARY:
The attached Ordinance will approve changing Capital Project No. CI2306 – Ice Arena
Restroom Expansion to Capital Project No. CI2306 – Ice Arena Renovations.
PREVIOUS COUNCIL ACTION:
Not applicable to this Ordinance.
BACKGROUND:
On September 12, 2022, City Council approved Ordinance No. 10270 which approved
and accepted a Lease and Management Agreement with the Pueblo Bulls Hockey Club,
Inc. to operate and maintain the Pueblo Ice Arena through August 28, 2027.
Capital Project No. 2306 – Ice Arena Restroom Expansion was created, budgeted, and
appropriated during the 2023 budget process. It was during this time, the Pueblo Bulls
Hockey Club, Inc. was planning on expanding the existing public restroom facilities in
the Ice Arena to better serve patrons during Pueblo Bulls hockey games and other
special events.
In March 2023, Pueblo Bulls Hockey Club, Inc. made the decision to look at other
necessary renovations and improvements within the Ice Arena that would enhance the
customer experience and allow the arena to be more multi-purpose. Some of these
improvements include the purchase of a ProDeck Ice Floor Cover for use to cover the
ice to hold events other than “ice” related events such as concerts, bull riding events,
car shows, etc.; additional VIP seating areas within the Ice Hall area; and improvements
to the concession cafeteria area to improve concession service.
The Parks and Recreation Department requests that Capital Project No. CI2306 – Ice
Arena Restroom Expansion be changed to Capital Project No. CI2306 – Ice Arena
Renovations, renaming the project and expanding its purpose to cover all Ice Arena
renovations, not just those limited to restroom expansion.
FINANCIAL IMPLICATIONS:
Capital Project No. CI2306 has a budget of $500,000. These funds will be used for Ice
Arena renovations and improvements. The Pueblo Bulls Hockey Club, Inc. has
proposed that the City pay 60% of improvement and renovation expenses, while it will
be responsible for paying the remaining 40% of improvement and renovation expenses.
Any such improvements and the splitting of costs will be addressed through addendums
or other agreements between the parties.

ALTERNATIVES:
If this Ordinance is not approved, the project name and purpose will remain limited.
