BACKGROUND:
Waste Connections has contacted the City requesting a change to the Certificate of
Designation for its operations at the South Side Landfill. The potential impacts of this
request are significant to the City and its residents and businesses. Outside
consultants with specialized experience in landfill design, construction, and
management will be required to assist City staff with reviewing Waste Connection's
proposals. The project established under this Ordinance will provide funding that will
allow the City to engage technical consultants and special counsel to review proposals
and information received from Waste Connections and to identify and evaluate a range
of strategic alternatives related to landfill and waste management operations benefiting
the City for decades to come.
FINANCIAL IMPLICATIONS:
Funds in the amount of $150,000.00 will be transferred from the unappropriated fund
balance of the General Fund and budgeted and appropriated into the newly-created
project account.
BOARD/COMMISSION RECOMMENDATION:
Not applicable to this Ordinance.
STAKEHOLDER PROCESS:
Not applicable to this Ordinance.
ALTERNATIVES:
Failure to approve this Ordinance will prevent the allocation of funding necessary for
the procurement of the technical and legal professional services required to properly
evaluate strategic alternatives related to landfill operations and waste management
within the City.

Approval of the Ordinance
