SUBJECT: AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF
TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY
2023 CLASSIFICATION AND PAY PLAN BY AMENDING THE PAY
SCALE FOR POLICE PATROL OFFICER
SUMMARY:
Attached for consideration is an amended Pay Plan Ordinance reflecting the
amendment of the salary schedule for the classification of Police Patrol Officer which
would become effective July 1, 2023, if this ordinance is approved.
PREVIOUS COUNCIL ACTION:
On December 27, 2022, Ordinance No.10365 was approved by the City Council. This
Ordinance provided the classification and pay plan for fiscal year 2023.
BACKGROUND:
In an effort to attract and retain high quality Police Patrol Officers, the City and
International Brotherhood of Police Officers Local #537 have agreed to amend the
salary schedule for the rank of Police Patrol Officer.
The salary schedule change accomplishes the removal of the two initial steps of the
salary schedule, which will make the entrance salary rate for new hires much more
competitive within the labor market.
Furthermore, existing Police Patrol Officers will receive base salary increases
commensurate with their step position within the amended scale. Turnover statistics
show that the City is losing Police Patrol Officers, most commonly within the first five
years of employment. This scale adjustment is designed to serve as a retention
incentive for those already employed.

AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI
OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY 2023
CLASSIFICATION AND PAY PLAN BY AMENDING THE PAY SCALE FOR
POLICE PATROL OFFICER
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Section 6-5-16 (A) of Chapter 5, of Title VI, of the Pueblo Municipal Code
referencing the Fiscal Year 2023 pay scale for the classification of Police Patrol Officer
is amended and enacted as follows and shall become effective July 1, 2023:
6-5-16. Schedule, classification, work week and monthly salary.
The following shall constitute:
A. The monthly pay range for the classification of Police Patrol Officer
SECTION 2.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Ordinance to implement the transactions
described therein.
SECTION 3.
This Ordinance shall become effective July 1, 2023, following the date of final
action by the Mayor and City Council.

Final adoption of Ordinance by City Council on June 26, 2023.

FINANCIAL IMPLICATIONS:
The cost to amend the salary scale for July 1, 2023, through December 31, 2023, is
approximately $ 227,253. Total annualized cost for the changes is estimated to be
$454,507 for current incumbents. If all vacancies are filled, the total cost on an annual
basis is estimated to be $901,471. Funding for this change will come from the General
Fund and the Public Safety Sales Tax Fund.
No additional funding is required for 2023 to accomplish this salary amendment as the
department can absorb the full cost within the department’s existing budget.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
International Brotherhood of Police Officers Local #537 has agreed to and is supportive
of this change.
ALTERNATIVES:
Retain the current 2023 Police Patrol Officer salary schedule with no changes.
RECOMMENDATION:
Approval of the Ordinance.
