HomeMy WebLinkAbout15282 RESOLUTION NO. 15282 A RESOLUTION AUTHORIZING PAYMENT IN THE AMOUNT OF $45,000 FROM PROJECT CI2113 - AMERICAN RESCUE PLAN ACT FOR SKATEBOARD PARK IMPROVEMENTS AS A GOVERNMENT PROJECT AS AUTHORIZED BY SECTION 603(C)(1) OF THE AMERICAN RESCUE PLAN ACT AND U.S. TREASURY FINAL RULE 31 CFR 35.6 BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. The transfer of funds in the amount of $45,000 is hereby authorized from Project CI2113 - American Rescue Plan Act for Skateboard Park Improvements as a government project to be administered by the Parks and Recreation Department of the City. SECTION 2. The officers of the City are authorized and directed to perform any and all acts consistent with the intent of this Resolution to implement the policies and procedures described herein. SECTION 3. This Resolution shall become effective immediately upon final passage. Gradisar VIA: Marisa Stoller, City Clerk FROM: Steven Meier, Director of Parks and Recreation SUBJECT: A RESOLUTION AUTHORIZING PAYMENT IN THE AMOUNT OF $45,000 FROM PROJECT CI2113 - AMERICAN RESCUE PLAN ACT FOR SKATEBOARD PARK IMPROVEMENTS AS A GOVERNMENT PROJECT AS AUTHORIZED BY SECTION 603(C)(1) OF THE AMERICAN RESCUE PLAN ACT AND U.S. TREASURY FINAL RULE 31 CFR 35.6 SUMMARY: This Resolution authorizes the transfer of funds in the amount of $45,000.00 for skateboard park improvements. This transfer is authorized by Section 603 (C)(1)(C) of the American Rescue Plan Act and U.S. Treasury Final Rule 31 CFR 35.6. PREVIOUS COUNCIL ACTION: Not applicable to this Resolution. BACKGROUND: During City Council Work Session on April 17, 2023, Mr. Brian Rivera presented his Skateboard Park proposal to improve and beautify the City’s parks and river trail system by teaching construction trade basics by creating concrete skateboard park amenities which will be located in J.J. Raigoza Park, Moynihan Park, and the Sergeant Blake Harris Skateboard Park in City Park. Mr. Rivera will recruit young people who are interested in learning practical trade skills and work with them to apply the learned skills while gaining valuable job skills, team work, and confidence while benefiting the Pueblo community. City Council was supportive of Mr. Rivera’s proposal and directed staff to bring a request for ARPA funds to Council for approval of Mr. Rivera’s project. Mr. Rivera will work closely with the Parks and Recreation Department to find ideal locations for his projects. The skateboard park improvements will be part of a City recreation facilities located in the Qualified Census Tract and an eligible use of ARPA funds. 31C.F.R. (b)(3)(ii)(A)(11)(ii). FINANCIAL IMPLICATIONS: Funding in the amount of $45,000.00 is available and will be paid out of Project CI2113 – American Rescue Plan. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Resolution. STAKEHOLDER PROCESS: Not applicable to this Resolution. ALTERNATIVES: City Council could decide not to authorize the ARPA funds for the skateboard park improvements. RECOMMENDATION: Approval of the Resolution. ATTACHMENTS: 1.
