Gradisar VIA: Marisa Stoller, City Clerk FROM: Scott Hobson, Acting Director Planning and Community Development SUBJECT: AN ORDINANCE AMENDING ZONING RESTRICTIONS TO REZONE THE SOUTHERN PORTION OF LOT 2, BLOCK 1 PARK WEST BUSINESS CAMPUS FILING NO. 9, APPROXIMATELY 11.85 ACRES GENERALLY LOCATED EAST OF PUEBLO BOULEVARD AND SOUTH OF EAST SPAULDING AVENUE FROM B-3, HIGHWAY ARTERIAL ZONE DISTRICT TO R-5, MULTIPLE RESIDENTIAL AND OFFICE ZONE DISTRICT SUMMARY: The applicant is requesting to rezone the southern portion of Lot 2, Block 1 Park West Business Campus Filing No.9, containing approximately 11.85 acres generally located east of Pueblo Boulevard and south of East Spaulding Avenue from B-3, Highway and Arterial Zone District to R-5, Mixed Residential and Office Zone District. PREVIOUS COUNCIL ACTION: The applicant is concurrently requesting to create a Special Area Plan for Lot 1 of Cottages at Park West consisting of 11.83 acres and is also requesting to re-subdivide 28.35 acres of the property for future development. BACKGROUND: The Cottages at Park West is a proposed 11.83-acre development located in west Pueblo adjacent to Pueblo Boulevard and Spauling Avenue in the Park West Business Campus Subdivision. The project area is part of the 2001 Qwanzo – Master Land Use Plan (MP-01-07), which designates the project area as commercial and multifamily residential. According to the Master Plan, the northern portion of the proposed Cottages development is designated commercial, and the southern portion is multifamily residential. The applicant is requesting to apply the multifamily residential use designation to the entire project site and rezone to R-5 to facilitate development of 194 rentable duplexes all on a single lot. The subject property is currently zoned Highway and Arterial, B-3; to the west is Pueblo Boulevard and the Honor Farm open space, zoned S-1; to the south is an arroyo, zoned S-3 and Bonaventure Senior multifamily residential, zoned R-5. The Villas at Park West, a market rate multifamily residential development, is located to the southeast of the proposed Cottages development and is also zoned R-5. The unimproved land, zoned B-3 and located directly north of the proposed development, will be subdivided into a separate lot for future commercial development. The future land use designation for this site is institutional mixed-use, which allows for supporting multi-family residential land uses at varying densities. FINANCIAL IMPLICATIONS: There are no financial implications for the City. BOARD/COMMISSION RECOMMENDATION: The Planning and Zoning Commission, at their October 12, 2022 Regular Meeting, voted 7-0 to recommend approval. STAKEHOLDER PROCESS: The Planning Department sent out Notice of the Planning and Zoning Commission Public Hearing to all property owners located within 300 feet of the subject property. A Public Notice poster was placed on the subject property 15 days prior to the Public Hearing. ALTERNATIVES: Upon request of City Council, the Ordinance could be returned to the Planning and Zoning Commission for consideration of proposed modifications. RECOMMENDATION: Approval of the Ordinance. ATTACHMENTS: 1.
